Seventeen Names, Seven Projects: Who Else Holds Ground Here

The developer registry lists seventeen companies with Sde Dov exposure. Only seven consumer projects are on the field. The gap is the story: tender wins, rental stock, senior living, and land waiting for a brand.

Two Registries, One Field

Shavnu maintains two typed lists that buyers often merge mentally: seven projects with consumer pages in August 2026, and seventeen developers with Sde Dov tender or design-plan history in the developer registry. The numbers are both true. They measure different stages of the same airfield conversion.

A project page means a developer is marketing named apartments to private buyers with a published scheme: units, architect where known, permit detail, price where known. A developer page without a project means the company holds land rights, rental mandates, senior-living approvals, or Central/North wins that have not yet become a showroom SKU.

The tender-gold-rush post owns the cash ledger. This article explains why seventeen names can appear on that ledger while only seven brands answer the phone for a private presale buyer.

Three Stages: Interest, Tender Win, Building

Holding an interest means the company appears in tender coverage, financing news, or design-plan approvals tied to a migrash (מגרש, numbered lot) or complex. It does not yet mean excavation or marketing.

Winning a RAMI (רמ"י, Israel Land Authority) tender means paying for lease rights on a state migrash in a sealed-bid auction. The August 2021 Eshkol wave, the February 2025 Central close, and the March 2025 North close each produced long winner lists. Payment is due; permits and sales still lie ahead.

Building, in the sense this site's project registry uses, means a named scheme is under construction or actively marketed to private buyers with enough detail for a project page. UTOPIA started works in October 2025. RAINBOW moved to execution with Ashtrom in January 2026. Several 2025 winners are not there yet.

A fourth track sits beside RAMI: HaGush HaGadol (הגוש הגדול, the Big Bloc) private land and Dira LeHaskir (דירה להשכיר, government long-term rental) mandates. Those paths can put a developer on the field without a private presale tower.

The Seven Project Pages

ASHIRA (Avisror, Eshkol lot 101, 406 units) is under construction with a full building permit in March 2026. RAINBOW (Israel Canada, lot 111, 480 units) holds a full permit from October 2025 and an execution contract with Ashtrom. UTOPIA (Nahmias, lot 103, 337 units) started construction in October 2025.

DIMRI YAMA (Dimri, lot 107, 458 units plus hotel) markets from ₪3.75 million since December 2025 after Dimri bought the lot from Hanan Mor Group in July 2024. ZOHI (Levinstein, Metropolis/Allied, Mivne, lot 110, 230 units) launched pre-sales in January 2026 from about ₪70,000 per square metre.

GINDI VOGUE (Gindi, Central, 708 units) and FIRST (Hagag, Central lot 2270, about 350 units) market from 2025 Central tender wins. These seven are the private presale face of the district today. Everything else in the developer registry is land, rental, senior living, logistics, or pre-marketing.

Winners Who Market Differently

Shikun & Binui holds 835 long-term rental apartments in Eshkol through Dira LeHaskir: 324 units on lot 109 (December 2021) and 511 units on lot 106 (April 2022). Lot 109 received a building permit in December 2025. These homes will not appear on the private presale market; they deliver inclusive-housing mandates inside TA/4444's roughly 6,900 diur mechalil (דיור מכליל, inclusive housing) units.

Prashkovsky with Dira LeHaskir won both long-term-rental tenders in March 2025: 966 apartments total. A separate third rental project on Central lot 2207 was approved in June 2026; research does not name Prashkovsky as that lot's owner.

Mediterranean Towers won 300 senior-living units in the March 2025 North tenders. Azrieli holds Palace Sde Dov senior living with design plans approved in February 2026 alongside Africa Israel. None of these carry the seven-project consumer template because the buyer is not a private off-plan purchaser in the same sense.

Central and North: Names Without Showrooms

The February 2025 Central close named Israel Brothers, Gindi, Electra Residence with Dan Nadlan under Nahor, Luzon Ronson, Hagag, and A.A.I. Abu with Tomer Koko for 4,191 units and about ₪6 billion of land. Only Gindi and Hagag among those winners already carry the two Central consumer pages.

Electra Residence and Dan Nadlan's Nahor vehicle appear in the developer registry without a project page. Dan Real Estate separately holds Central lot 2208 with a design plan approved in May 2026 for 437 units and a 45-story tower, and bought a private-land combination plot in March 2025. Luzon-Ronson closed about ₪700 million of financing in June 2025 but has not published a consumer scheme.

The March 2025 North close named Dimri (275 units, separate from lot 107), Calanit, Shikun & Binui with Shapir, Aviv/Melisron (320), Euro Israel (360), Luzon Ronson with Shimon Amir, Yossi Avrahami, Tashluz (177), Mediterranean Towers (300 senior), and A.M. Israel with Union Living (rental). Most of those names are not in the seventeen-developer registry because the registry reflects the site's curated dossiers, not every line in the Ynet winner table. The tender post carries the full winner list; this article flags that many North names have no buyer-facing page yet.

When a Tender Win Does Not Survive

Hanan Mor Group won Eshkol lot 107 in the 2021 wave for about ₪1.5 billion. In May 2024 a debt settlement put the land up for sale. Y.H. Dimri bought the same lot for about ₪1.1 billion in July 2024 and later launched DIMRI YAMA. The 2021 winner did not finish the story.

That sequence matters for the seventeen-versus-seven frame. A developer name on a 2021 tender list is not a promise of a 2026 tower brand. Land can change hands, sit in rental use, or wait through appeals and leftover tender postponements. Globes reported a 217-unit Central tender postponed twelve times by May 2026.

Ask which entity holds the migrash today, not which name won the headline year.

Joint Ventures Split One Project Across Three Slugs

ZOHI is one project page and three developer slugs: Levinstein, Metropolis (Allied), and Mivne. Meshulam Levinstein with Allied were among the August 2021 first-tender winners; design plans for lot 110 were approved in August 2024; pre-sales opened in January 2026.

Registry design counts developers separately because tender history and corporate due diligence attach to each partner. A buyer still signs one presale contract with the marketing SPV, but land risk and capital stack may involve all three groups.

Israel Canada similarly spans RAINBOW and Pangaea Sde Dov's municipal win on lot 306 for the logistics centre. One developer slug, two distinct lots with different uses.

Rentals and Senior Living Change the Headline Count

If you count only private presale towers, seven is the right number. If you count built housing rights moving through permits, add Shikun & Binui's 835 Eshkol rentals with permits advancing, Prashkovsky's 966 rental units from March 2025, and Mediterranean Towers' 300 senior units.

TA/4444's about 16,000-unit program includes roughly 6,900 inclusive units. Rental and senior paths are how part of that mandate lands without enlarging the luxury presale brochure set.

The file does not publish a live counter of how many units each of the ten non-project developers will ultimately build. For several, even the migrash number is not on a consumer page yet.

Why the Gap Matters to a Buyer

A district with seventeen named developers and seven showrooms is a district mid-allocation. Neighbours on the plan map may never share a sales agent with you. Some will never sell privately at all.

When a marketer says "every major builder is here," ask which stage they mean. Tender winner, permit holder, and presale seller are three different badges. This registry makes that split visible on purpose.
