How to Buy an Apartment in Sde Dov

The whole process for this district in 2026: which projects are selling, the routes in, reservation, contract, guarantee, index linkage, payments, mortgage, purchase tax, handover and registration, and the questions only Sde Dov raises.

How buying works here, and what is on sale

Almost everything you can buy in Sde Dov today is a new apartment sold off-plan by a developer: you sign with the developer before or during construction, pay in instalments, and receive the keys when the building is finished. Globes counted seven projects marketing in September 2026 and reported that first occupancy is expected in 2029; the table below has eight because it also lists UTOPIA and RAINBOW, which are under construction and still selling. No building in the district is finished yet, so there is no resale market in completed apartments.

The table lists the projects this site's records show as selling, with the latest sales figure published for each. Several lots also carry rental or hotel components that are not for sale.

Three routes in: developer, private land, or someone else's contract

Buying from a developer is the main route. On land the Israel Land Authority sold by tender, the developer won the lot and sells the apartments; you deal with its sales office and its lawyer.

The second route is the private land of the Big Bloc (ha-Gush ha-Gadol, the privately owned land inside the old airfield). Some owners are building for themselves: about 200 owners on lot 105 took construction credit of about ₪1.15B in August 2025, and owner groups are behind lots 108 and 3101. On lot 104 the owners signed a combination deal with Dan Real Estate and keep 55 percent of the 260 homes. Apartments from these projects may reach the market through the owners or their developer, but no public sale has been reported, and the division of the rest of the Big Bloc among about 1,700 owners is frozen by the court until the contamination picture is clearer.

The third route is buying another buyer's contract before delivery, by assignment of rights (הסבת זכויות, hasavat zchuyot). The developer usually has to consent and may charge a fee under the contract, and you step into the seller's contract and payment schedule. Ask your lawyer how the assignment is taxed and what the developer charges. An option agreement, which some projects here used before their permits were issued, is a different instrument from a sale contract; check which one you are being offered.

Long-term rental lots (106, 109, 2102, 2203, 2207, 3202, 3208, 3209) and senior-living projects are not for sale.

Before you reserve: budget, tax and approval in principle

Work out three numbers before you visit a sales office: the cash the developer asks at signing, the equity you need once the bank's largest loan is applied, and the all-in cash including purchase tax and fees. A buyer who is not an Israeli citizen can borrow at most 50 percent of the lower of price and appraisal under Bank of Israel Directive 329; an Israeli citizen buying a sole apartment, including an oleh with citizenship, up to 75 percent. The bank does not finance purchase tax.

Then get an approval in principle (אישור עקרוני, ishur ekroni) from at least one bank. Under Bank of Israel Directive 451 the bank must answer within five business days and hold the rate it quotes for at least 24 days. The approval does not oblige the bank to lend on a particular apartment, but it shows you your ceiling and how the bank reads your income before you commit. Reservation, the price list and your lawyer

Launches here usually start with a registration or a purchase request and a deposit, and only then a price list for specific units. FIRST's reported terms, for example, asked ₪50,000 on signing a purchase request and 7 percent of the price on signing the contract. Two rules matter at this stage. The developer may not take more than 7 percent of the price without one of the securities set by the Sale (Apartments) (Assurance of Investments) Law 1974. And the list of consumer transactions that can be cancelled within a fixed period does not include a new apartment, so treat any signature as binding unless the document itself says otherwise. For purchase tax, a binding memorandum or a first payment can already count as the date of sale.

Hire your own lawyer before you sign anything beyond a refundable registration; the developer's lawyer represents the developer. The Sale (Apartments) Law caps what the developer may charge you toward its legal costs of registering your rights at the lower of ₪5,915 (the 2026 amount, updated each January) and 0.5 percent of the price, plus VAT. The cap does not apply to an apartment priced above ₪4,642,750. Most apartments here are above that line, so the developer's legal fee is whatever the contract says, and it is worth negotiating with the rest of the contract. Your own lawyer's fee is separate.

Check that the building contractor is registered in the Registrar of Contractors' register (פנקס הקבלנים, pinkas ha-kablanim) for this class of work, and ask for the technical specification (מפרט, mifrat) that the law requires to be attached to the contract.

The contract: guarantee, index linkage and payment schedule

Everything you pay above 7 percent must be secured. In a project financed with bank accompaniment (ליווי בנקאי, livui banka'i), the usual structure here, you receive a voucher book (פנקס שוברים, pinkas shovarim) and pay only through it into the project account. Each voucher payment is an irrevocable instruction to the bank to issue a Sales Law guarantee (ערבות חוק מכר, arvut chok mecher) in your favour, which the law requires within 14 business days. A payment made any other way may not be protected. The guarantee does not cover the VAT part; since 2022 a state fund repays that part if a guarantee is called. For contracts signed since 7 July 2022 the price may be linked only to the construction inputs index (מדד תשומות הבנייה, madad tsumot ha-bniya): the first 20 percent is not linked, at most half of each later payment is linked, so no more than 40 percent of the price, and linkage stops at the delivery date in the contract. Ask for the base index and a worked example.

Payment schedules vary by project and by campaign. The table shows the schedule Calcalist reported for FIRST buyers who took the accelerated-payment track in late 2025; other projects offer 10/90 or 20/80 plans that defer most of the price to delivery. Deferral changes when your cash leaves your account; the bank's ceiling at the end stays the same.

Purchase tax: what to file and when

Your lawyer files the purchase-tax declaration online within 30 days of the sale; for a purchase from a developer it is Form 7000/B (טופס 7000ב). The tax on your self-assessment is due within 60 days of the sale, on the full contract price even though you have paid only part of it. Late filing costs ₪310 for every two weeks of delay in 2026.

The schedule depends on residency. A foreign resident pays 8 percent up to ₪6,055,070 and 10 percent above, under a temporary order in force until 31 December 2026 (Globes reports it extended to February 2027 because of the election). An Israeli resident buying a sole home pays nothing up to ₪1,978,745 and then 3.5, 5, 8 and 10 percent bands. An oleh buying a sole apartment pays nothing up to ₪1,978,745, 0.5 percent up to ₪6,055,070 and 8 percent above, with no relief at all on an apartment worth more than ₪20,183,565. On a ₪6.8M FIRST three-room apartment that comes to about ₪558,899, ₪257,886 and ₪79,976 respectively.

Delivery, handover and registration

Delivery dates here start in 2029 at the earliest. If the developer is late, for contracts signed since 7 July 2022 the Sale (Apartments) Law gives you compensation without proof of loss: nothing for the first month, then the rent of a similar apartment for months two to four, 125 percent of it for months five to ten and 150 percent from month eleven, paid monthly. The developer is exempt only if you caused the delay or the contract was frustrated by extreme circumstances that could not be foreseen, and the contract cannot reduce the compensation.

At handover you should receive Tofes 4, the keys, parking and storage as specified, and a handover protocol listing defects; the law's defects period starts at handover. Do not return the bank guarantees until your lawyer confirms that the replacement security, usually a caution note (הערת אזהרה, he'arat azhara) in your favour, is registered.

Registration comes last and takes time in a new district. Until it is complete, ask your lawyer to confirm in writing how your right is recorded.

Questions only Sde Dov raises

PFAS. In July 2026 the Environment Ministry named nine plots with PFAS indications: 103, 105, 106, 107, 301, 303, 2102, 2206 and 2207. Three carry projects on sale: UTOPIA (103), DIMRI YAMA (107) and half of GINDI VOGUE (2206). A plot missing from the list has not necessarily been tested. Ask for the approved investigation report for your plot, and if you want an exit, write the clause: Globes reported in July 2026 that new buyers are adding contamination cancellation clauses, and a Sales Law guarantee does not pay out simply because you cancel. Delivery. First occupancy is expected in 2029 (Globes, September 2026), and infrastructure works were already halted once, in July 2026, over soil testing. Read the delivery date, the extension clauses and the frustration clause together.

Private land. On Big Bloc parcels the allocation among owners is frozen by the court until the contamination picture is clearer, and the Israel Land Authority's update is due on 6 October 2026. If a seller's right comes from the Big Bloc, your lawyer has to confirm exactly what is being sold.

Land cost. Developers paid very different prices for their land, which shapes how far they can cut prices. The February 2025 Central tenders came to about ₪6B for 4,191 homes, about ₪1.43M a home and roughly 40 percent below the 2021 Eshkol record of about ₪2.8M a home. The table divides each reported land payment by the number of homes. It leaves out development levies, planning, construction and finance, and on mixed-use lots part of the land serves commerce or hotels.
