Sde Dov 2027The Buyer's Guide and Market Report

Sde Dov, on the site of Tel Aviv's former city airport, is the largest new neighbourhood the city has planned in a generation. This report puts in one place every recorded sale of land in the district, every named project and how far it has got, every published price with its date and what it measures, and the rules on purchase tax, mortgages and off-plan contracts that decide what a home there costs a buyer. It then sets out what is scheduled, proposed or still unknown for 2027, and closes with checklists to take into a sales office and a lawyer's meeting.

Sde Dov 2027: The Buyer's Guide and Market Report

Key findings

  1. 01Developers have paid ₪18.36B for land in Sde Dov across 35 recorded acquisitions between August 2021 and March 2025, for 9,672 homes and 5 lots for commerce and offices.
  2. 02Land for homes sold on the open market cost a median of ₪2.71M per home in Eshkol, ₪1.92M in the Central complex in February 2025 and ₪2.00M in the North complex in March 2025; across all 21 such lots the range runs from ₪1.74M to ₪3.11M.
  3. 03The 14 named projects hold 5,837 homes: 1,202 under construction, 2,523 on sale off plan and 2,112 still in planning, as of October 2026.
  4. 04Published prices run from ₪49,000 per square metre (GINDI VOGUE, launch price) to ₪100,000 (RAINBOW, a single recorded deal); a launch price, a developer's table, a closed deal and a registered transaction measure four different things.
  5. 05No home in Sde Dov has been handed over yet. The earliest published delivery target is 2029, for UTOPIA (about 40 months from October 2025).
  6. 06At ₪6.8M, a foreign resident pays ₪558,899 in purchase tax at the brackets in force in October 2026, against ₪257,886 for an Israeli resident buying a sole home, and needs at least ₪3,400,000 of their own money because banks may lend a foreign citizen at most 50 per cent.
  7. 07Sales pace now differs sharply between projects: RAINBOW reported 275 contracts for its 459 homes in August 2026, about 60 per cent, while DIMRI YAMA had 40 of 458 at 30 June 2026 and ASHIRA sold four homes in the first half of 2026 against 31 in 2025 (Globes and Calcalist, August and September 2026).
  8. 08Globes reported on 23 July 2026 that nine plots in the district showed PFAS in soil or groundwater; a September 2026 pilot treated 600 tonnes of soil from Ashdod and does not show that remediation at Sde Dov is complete (Calcalist, 7 September 2026).
  9. 09For contracts signed from 7 July 2022, the first 20 per cent of the price cannot be linked to the Construction Input Index and at most half of each later payment can, so no more than 40 per cent of the price is ever exposed to index linkage (Ministry of Construction and Housing, amendment 9 to the Sale Law).
  10. 10The 8 and 10 per cent purchase tax on additional homes, which foreign residents pay, has a written end date of 31 December 2026 in Tax Authority instruction 1/2026, but the election on 27 October 2026 can keep it in force for the incoming Knesset's first three months, so a lower rate on 1 January 2027 is not established.
  11. 11The Bank of Israel's temporary limit on developer-subsidised balloon loans, 10 per cent of a bank's housing loans each quarter under circular 2816 of 6 April 2025, runs to 31 December 2026; no extension or replacement had been published by 6 October 2026.
  12. 12The Ministry of Transport's programme targets the Green Line's southern section for 2028 and the northern section through Sde Dov for 2030, while the walking and cycling bridge from the Eshkol area to Yarkon Park, begun on 19 July 2026, is due around autumn 2027.

Part 1 The district and the market

Chapter 1

Sde Dov on one page

A former airport is becoming a new piece of Tel Aviv. The approved programme is substantial, but its housing, public space and transport will arrive in stages.

Sde Dov is the planned seafront district on the former airport site in north-west Tel Aviv. The municipality places its northern edge at Propes and Tzukei Aviv, its eastern edge beside Nofei Yam and Tochnit Lamed, and its southern edge beside Kochav HaTzafon, Reading and S. Y. Agnon Street. The sea forms the western edge. These boundaries matter when reading listings: nearby Nofei Yam, the coast covered by plan TA/3700 and projects elsewhere in north Tel Aviv are separate locations.

Three complexes, one district

Shavnu's records divide the district into Eshkol in the south, Central and North, with approximately 4,844, 7,128 and 4,022 planned homes respectively, totalling 15,994. The ILA's 16,000-home district programme is rounded; for a purchase, the approved project count matters because tender rights and later designs can differ.

Eshkol is the first complex to show substantial building activity. Its projects include Rainbow, ASHIRA, UTOPIA, YAMA and ZOHI, alongside rental and non-residential plots. The February and March 2025 tenders increased the supply held by developers in Central and North. By 2026, design approvals there were advancing, but much of that land remained several regulatory and construction stages away from occupation. The pipeline chapter sets out those stages.

What the plan actually provides

The Israel Land Authority's 22 July 2020 programme provides 125,000 square metres of commerce, 330,000 square metres of employment space, 125,000 square metres of hotel uses and 500,000 square metres of public-building space. The municipality's current programme lists 126,000 square metres of commerce; both figures describe planned space, so neither tells a buyer how many shops are open.

The municipality describes roughly 2,000 planned hotel rooms along the waterfront, with more elsewhere, while wider district descriptions use about 3,000 across the district. Neither figure counts rooms open as of October 2026; the 365-dunam green-space programme likewise covers several parks and open spaces.

The municipality's housing programme includes about 7,000 inclusive housing units, including about 2,100 municipal affordable homes and 900 senior-living units, while the older ILA programme lists 2,400 affordable and 4,500 special-housing units. These programmes use different definitions and include long-term rentals and specialist accommodation alongside market-sale homes, so the district total exceeds the number available for private purchase.

From airfield to building sites

Shavnu's timeline dates the airport's opening to 3 September 1938. The last flights left on 30 June 2019, and the airport closed on 1 July, as contemporary Israel Travel News reporting records. Clearance continued into early 2020. The retained control tower connects the future district with the airport's aviation history; the former runway also shapes the open-space concept.

The ILA announced on 22 July 2020 that the district plan had been given force, the municipality describes approval in August 2020, and Shavnu's timeline records 12 March 2020 without a confirmed legal basis. For buyers, these dates describe planning history; the permit and title documents for the chosen apartment establish its current position.

Who owns the land

The district combines state land marketed through the Israel Land Authority, municipal interests and privately held rights associated with the Big Bloc landowners. The developer named in a project brochure may be a partnership or a development company, while the seller in a tender is the ILA. Corporate ownership, planning rights, registered land title and an apartment purchaser's eventual rights are separate records.

Private-land allocation remains unfinished: Ynet reported on 30 August 2026 that PFAS issues were delaying a lottery for rights to about 1,700 apartments, despite the earlier September 2025 completion claim. Those rights represent future supply, with apartments still awaiting allocation and development.

Chapter 2

How the land was sold

Learn how land costs changed between 2021 and 2025 and why developers can offer different prices. Rental obligations, development charges and later acquisitions also affect those costs.

Land prices reflect what a developer can build and sell. Tenders for sale homes, regulated rentals, senior housing and employment carry different rights and obligations, as does buying a failed developer's project. A price per home is useful only when the payment and housing rights cover the same ownership interest and use.

The first sale-housing round

Globes reported on 23 August 2021 that the first four Eshkol bids totalled about ₪4.5 billion for 1,540 apartments, or roughly ₪2.8 million of land per home before development, while other coverage and Shavnu's historical summary use ₪4.4 billion. Both are rounded totals with differing treatment of development expenses; the apartment's own plot cost gives a more useful comparison.

Shavnu's dated acquisition records list Avisror on lot 101 with 406 homes for approximately ₪1.1 billion, or ₪2.71 million per home, and Israel Canada on lot 111 with 480 tender homes for approximately ₪1.3 billion, also ₪2.71 million per home.

The Levinstein, Allied and Mivne partnership acquired lot 110 with 230 homes for approximately ₪660 million including development, or ₪2.87 million per home. Hanan Mor's former lot 107 had 458 homes for approximately ₪1.5 billion, or ₪3.28 million per home. The calculations use Shavnu's dated records, whose cost coverage differs.

Dimri acquired the former Hanan Mor project for about ₪1.1 billion in July 2024 after Hanan Mor's financial failure, equivalent to about ₪2.40 million per 458 tender homes. The change of owner gave the same project a lower acquisition cost than its original ILA tender.

Rental, private and commercial acquisitions

Shavnu's four individual lot records total 1,574 homes, while Globes reported 1,540 for the first round. The reason for the difference is unconfirmed, so a buyer comparing land costs needs the entitlement for the specific plot.

Shavnu's records list Shikun & Binui's Eshkol rental acquisitions in December 2021 and April 2022: 324 homes for approximately ₪829.8 million and 511 homes for approximately ₪1.176 billion. Their rental obligations matter to value. A low or high price per rental unit cannot be carried directly into a forecast of apartment selling prices.

For Nahmias's lot 103, Shavnu's developer record describes a November 2022 dissolution process with approximately ₪654 million paid for a 71.5% interest and later payments for additional rights, while our March 2022 timeline entry pairs the same rounded sum with 241 homes and our current project record lists 337. The payment bought a partial interest and the home counts differ, so dividing it by either count would give a misleading cost per whole apartment.

Shavnu's December 2024 commercial-plot records list Mivne on lot 303 at about ₪132 million, Ravad on lot 305 at ₪154.5 million, Hadas Capital with Shafran on lot 301 at ₪112 million, and Reisdor with Shabiro on lot 302 at ₪163 million. Their rounded total is ₪561.5 million. These plots provide office, commerce and hotel floor space, so their prices have a different basis from residential land costs per home.

The Central and North rounds

Nadlan Center's 19 February 2025 coverage and the lot results for Central tender 277/2024 show the next major sale-housing round. Shavnu's records list Gindi's two lots, 2206 and 2255, with 708 homes and approximately ₪1.24 billion; Hagag's lot 2270 with 350 homes; Electra and Dan's lot 2208 with 437; Israel Brothers' lot 2103 with 424; Luzon Ronson and Mor's lot 2227 with 340 tender homes; and Abu-Koko's lot 2226 with 347. The adjoining figure carries each recorded consideration, source and cost note.

Gindi's approximately ₪1.75 million per home was substantially below the roughly ₪2.8 million first-round benchmark. Calcalist's 8 June 2025 launch report linked that land basis with the company's lower opening prices. This is evidence of different acquisition economics. It does not mean every 2025 buyer paid the same amount for land, or that all developers can offer the same price for a comparable finished apartment.

Separate Central tenders covered rental and senior housing. Shavnu's records list Prashkovsky's February 2025 acquisitions at approximately ₪673.1 million for 966 rental homes across three lots.

Shavnu's Azrieli records show 350 senior-housing units in the tender and 320 in the later design and project record. A prospective resident needs the current project offering and its senior-living terms, which differ from an ordinary apartment purchase.

The latest verified major residential tender round closed in North on 26 March 2025: Nadlan Center reported 2,744 homes, while Calcalist rounded the home count to about 2,750 and proceeds to approximately ₪4.6 billion. Shavnu's individual records separate sale housing, rental housing and senior housing, whose different obligations affect the cost of the apartment a buyer is considering.

The North outcomes also show variation within one round. Aviv Melisron's 320-home lot at approximately ₪605 million implies about ₪1.89 million per home. Dimri's 275-home lot at approximately ₪496.2 million implies ₪1.80 million. Tashluz's 177-home lot at approximately ₪536.4 million implies ₪3.03 million; B.S.R.'s 62-home lot at approximately ₪192.6 million implies ₪3.11 million. These calculations use Shavnu's bid-plus-development figures. Seafront position, rights, plot size and bidding structure all affect comparison.

The ranking shows total recorded project holdings; net ownership shares remain unknown without all private rights, partnership percentages and later transfers.

A transparent cost illustration

Construction costs vary by building type. Globes reported on 6 July 2026 that the Appraisers Association's June estimate for neighbourhoods north of the Yarkon, including Sde Dov, was ₪9,100 per square metre for high-rise construction and ₪10,600 for multi-storey construction. The estimate allows approximately 10% variation and excludes VAT, infrastructure connections, planning, management, supervision, fees, levies, overhead and financing.

For an assumed 100 square metres of construction, those rates give a direct cost of ₪910,000 to ₪1.06 million. Adding ₪2.8 million of land gives ₪3.71 million to ₪3.86 million; using ₪1.75 million of land gives ₪2.66 million to ₪2.81 million. An apartment of that size also carries costs for basements and shared space that this example omits.

Published projected gross margins provide a second illustrative step: Calcalist reported about 20% or less for Gindi at launch in June 2025, and Globes reported 19% for Rainbow in August 2026. A 19% to 20% gross margin on revenue uses cost divided by 0.81 to 0.80, rather than cost multiplied by 1.19 to 1.20. Applying that arithmetic and 18% VAT to the incomplete land-plus-construction subtotal produces approximately ₪5.40 million to ₪5.69 million on the older land basis, or ₪3.88 million to ₪4.14 million on the lower basis.

Chapter 3

What is being built, and when

Design approval, excavation permission, full construction permission and occupation are separate milestones. Published handover targets extend well beyond 2027.

A project may be on sale before it has a full building permit or serviced land. Shavnu's October 2026 records distinguish construction, marketing and planning. The tables show the stage and source date for each project, so buyers can see how much work remains before moving in.

The first construction wave

Rainbow's original tender allowed 480 homes, while Israel Canada's current project disclosure lists 459; the later project count is the relevant figure for a buyer assessing supply. By August 2026, the company reported construction and contracted buyers.

ASHIRA comprises 406 homes in Shavnu's records. Nadlan Center reported its full building permit on 12 March 2026 and a 2030 delivery target. UTOPIA is recorded with 337 homes and a construction start in October 2025; its published construction-period target places completion around 2029. ZOHI has 230 recorded homes, with published works activity and a second-half 2030 target. Each target applies to the named project.

YAMA comprises 458 homes on the former Hanan Mor plot now held by Dimri. Reporting on 20 August 2026 described excavation continuing subject to environmental approvals. This confirms progress on that work stage; buyers still need the project's current construction and environmental documents.

Central and North remain a later wave

Gindi's 708-home development was widely marketed during 2025, yet its published occupancy horizon remained five to seven years from August 2026, according to Nadlan Center on 23 August. That translates to approximately 2031 to 2033 as a dated inference from the stated interval. A buyer who saw the earlier launch coverage could otherwise mistake substantial presales for near-term occupation.

FIRST, Hagag's 350-home Central scheme, had design and permitting work alongside sales disclosures during 2026. SEVEN SEAS, the 437-home Electra and Dan project, received architectural design approval reported by Nadlan Center on 28 May 2026. A new full-permit date for either project remains unconfirmed as of October 2026. Buyers need the full permit and construction update to assess delivery progress.

Luzon Ronson's Central project expects serviced-land handover in Q1 2027 and completion in 2033, according to Deep TASE's 21 May 2026 Q1 analysis and its March annual-report analysis. The May account also describes design approval and 13 conditional contracts. These secondary analyses point to a long construction programme after land handover; a buyer needs the current filing and contractual delivery date.

Aviv Melisron's North lot 3205, with 320 homes, appears in the municipality's 2 September 2026 design agenda. Other later-stage schemes include Israel Brothers' 424-home Central project, Chen and Itay Gindi's 82-home North scheme, Prashkovsky's 966 rental homes and Azrieli's senior-home project. Azrieli's August 2026 investor presentation gives a 2030 completion expectation. A senior-home completion target cannot be used as a delivery date for privately purchased apartments next door.

What homes cost

There is no single Sde Dov price. A usable comparison identifies the apartment, date, area measure, VAT treatment and payment terms behind each number.

Published prices include launch offers, current advertising, company-reported contracts, individual press-reported transactions, assumptions for unsold homes and management guidance. Shavnu's records identify each type. Some older entries lack a specific article or an independently checked transaction record, so the chart shows observations with different bases.

The lower launch and the current table

Gindi's launch offered a lowest rate of ₪49,000 per square metre and an average around ₪54,000, according to Calcalist on 8 June 2025. Its 12 June account put an average apartment of 111 square metres at approximately ₪6.3 million, or about ₪56,000 per square metre using rounded arithmetic; adding hypothetical financing costs raised the buyer-cost estimate to around ₪59,500, without establishing a registered contract rate.

Gindi's official table, checked on 6 October 2026, quotes ₪57,500 for three-room apartments, ₪59,000 for four rooms, ₪60,000 for five rooms, ₪62,000 for two rooms and ₪65,000 for the displayed penthouse category. These rates use equivalent area. The wider-market comparison columns are developer advertising, without independently calculated neighbourhood averages.

Equivalent area incorporates weighted components beyond the interior according to a stated method. Unless the weighting is supplied, dividing a whole-apartment price by the quoted equivalent area cannot yield a comparable price per net interior metre. A smaller apartment can also have a higher per-metre rate and a lower total price than a larger apartment in the same project. Room counts, particularly for readers abroad, need to be checked against the actual floor plan.

Company reporting gives a different view

Globes's 27 August 2026 account of Rainbow's Q2 report gives approximately ₪80,500 per square metre for second-quarter sales, compared with ₪83,200 in the first quarter and ₪85,600 during 2025. These are reported averages for the apartments sold in each period. The sample changes by floor, orientation, apartment type and payment package. The series cannot alone establish a like-for-like reduction in every unit's price.

Globes reported on 2 September 2026 that ASHIRA's second-quarter sales averaged around ₪72,000 per square metre, against ₪64,500 for 2025. Only a small number of apartments changed hands in the new period. That apparent increase sits alongside weak sales volume, which is why a price average without its sample count gives an incomplete account of demand.

August 2026 reporting put YAMA's unsold homes at around ₪62,000 per square metre excluding VAT and net of financing effects, while Shavnu's older inventory band is ₪62,000 to ₪67,000. Adding 18% VAT to ₪62,000 gives ₪73,160 before financing and area adjustments, so a buyer needs an inclusive apartment quote to compare it with consumer advertising.

Globes reported on 28 May 2026 that a Dimri-family buyer paid ₪5.95 million for an apartment of 77 square metres, equivalent to approximately ₪77,273 per interior square metre. This is a related-party purchase.

Shavnu's Rainbow record gives ₪10.18 million for 133 interior square metres and a balcony of 17 square metres, with a quoted rate of ₪72,000; dividing by the interior area gives about ₪76,541. The area weighting behind the quoted rate is undocumented, so buyers need the interior and balcony measurements alongside the total price.

Another Rainbow entry in Shavnu's records gives ₪14 million for 134 interior square metres plus a balcony, with a quoted rate of approximately ₪100,000; dividing by the interior area gives about ₪104,478. Its purchase date and area basis remain unconfirmed, so it cannot establish a verified 2024 sale or a dated price comparison.

Ramat Aviv Green's latest registered transactions were in new projects, including apartments still awaiting delivery, according to Bizportal. Its headline average reflects that mix. Tel Baruch North's seven-deal annual sample is small, while older Tel Baruch detached houses form a separate market. At Kochav HaTzafon, proximity to the park and existing services also matter to a buyer comparing value.

A consistently measured Old North average and a comparable 2026 transaction series for new towers elsewhere in Tel Aviv remain unconfirmed. Available Park Tzameret articles concern older construction and sales. For a useful comparison, choose a named building and dated contracts with the same VAT and area basis, then compare completion stages, shared facilities, land positions and maintenance costs.

What the public record could settle

A complete Tax Authority transaction dataset matched to Sde Dov's lots, buildings and project names was unavailable as of October 2026. A verified district median, highest sale rate and registered transaction total therefore remain unknown. The dated company and press figures above offer project-level comparisons.

Chapter 5

Who is buying, and how fast

See how sales pace differs across projects and what the published figures reveal about overseas buyers. Signed contracts and reservations measure different levels of commitment.

The strongest public demand evidence is a dated company disclosure showing signed contracts, cancellations, conditional agreements and remaining units. Launch publicity often uses a broader definition of a buyer. An apartment reservation can demonstrate interest while leaving the main conditions of sale unresolved. Cash collected, accounting revenue and apartment delivery are further measures, each with its own timing.

Sales pace changed after the first launches

Rainbow had sold 275 of 459 homes, approximately 59.9%, according to Globes on 27 August 2026, while Shavnu's older statement puts sales at around 70% without a confirmed date and denominator. The dated Globes count gives buyers a clearer view of remaining supply.

Rainbow's new sales slowed to seven in the first half of 2026, against 59 during 2025 and 99 during 2024, according to the same Globes report. Strong sales accumulated over several years can coexist with a slow current period.

ASHIRA's four first-half sales comprise one in Q1 and three in Q2 in Globes's 2 September account, compared with 31 during 2025. Globes's 30 July prospectus report identifies 13 purchases by controlling-family members for about ₪115 million. That family involvement limits what the total contract count reveals about independent demand.

For YAMA, 40 of 458 homes at 30 June 2026 means approximately 8.7% contracted and approximately 91.3% remaining, calculated from the reported figures. Calcalist reported no new second-quarter sales and a cancellation. Globes's 28 May account had also identified family involvement in four of the first quarter's nine purchases. Neither the family's purchases nor the absence of Q2 sales by itself proves the price of an apartment available in October.

Calcalist reported nine Q2 Sde Dov sales and 179 homes remaining at FIRST on 1 September 2026, while Globes reported 13 Q2 FIRST sales that day; the reason for the differing counts remains unconfirmed. For a buyer assessing available supply, 179 remaining out of 350 homes represents about 51.1% of the project.

Overseas buyers and the limits of one launch

SEVEN SEAS reported 28 signed contracts and 45 purchase offers associated with about ₪635 million including VAT, according to Nadlan Center on 25 March 2026 and Calcalist the following day. They reported more than 60% foreign-resident buyers without confirming the exact denominator; this describes interest in one launch, including offers that had yet to become contracts.

Ynet reported 678 Gindi registrations and 602 signed contracts on 16 July 2025, while Gindi's current marketing refers to more than 700 buyers for a development of 708 homes. These figures measure registration interest, signed agreements and a broader marketing count; buyers need the latest active contract count to assess remaining supply.

A complete district-wide breakdown by nationality, tax residency or intended use was unavailable as of October 2026, including shares of foreign buyers, investors, owner-occupiers and new immigrants. Foreign citizenship and foreign tax residency differ, and a buyer living abroad may intend to become a resident.

Financing packages influence the observed market

Deferred-payment offers and developer-subsidized balloon loans can change the timing and economic cost of a contract without changing its displayed headline price. A seller can report sales while much of the consideration is due later. For analysts, the accompanying cash-flow and guarantee disclosures help establish the economic meaning of the contract book. For purchasers, the mortgage chapter explains the separate loan and approval questions.

The Bank of Israel's Banking System Annual Survey 2024, Box 5.2, describes the temporary restrictions introduced in April 2025 through the end of 2026. It caps developer-subsidized bullet and balloon lending at 10% of quarterly housing-loan executions in the stated definition and increases the capital treatment of qualifying developer exposures. The rule concerns the lending system; it does not promise that an individual financing promotion remains available after expiry.

The national context is also softer than a simple prestige-district narrative suggests. The Bank of Israel's 1 September 2026 release describes high unsold housing stock and a 1.5% annual decline in the national home-price series for the latest available period. Those national figures cannot be read as Sde Dov's own price or inventory change. They do, however, explain why sales pace, cash conversion and financing terms deserve attention alongside advertised rates.

Chapter 6

What a buyer should price in

Learn which environmental, funding and infrastructure risks can affect a purchase. The key documents concern the exact plot, permitted work and project timetable.

PFAS: the parcel and the work stage matter

PFAS are persistent chemicals associated here with former airport activity and firefighting materials. Soil and groundwater can require different controls, and conditions vary by plot. A contamination indication, measured concentration, regulatory threshold, treatment instruction and work permission each answer a different question. The available reports do not provide a district-wide health assessment.

Globes's 23 July 2026 report names nine plots with PFAS indications: 103, 105, 106, 107, 301, 303, 2206, 2207 and 2102. The list includes residential, rental and non-residential sites in different parts of the development. The precise soil or groundwater findings, survey boundaries and work restrictions must be read for each plot. The presence of a plot on that list does not establish that every future apartment there is unsafe, and absence from a press list does not constitute clearance.

Earlier reporting, including Shomrim on 24 March 2026, examines changes to soil thresholds. A regulatory threshold determines the response required under a stated standard. Raising a threshold does not remove chemicals from the ground. For a purchase-specific review, the dated survey, applicable criterion, approved remediation method and sign-off for the intended use matter more than a general description of a revised national limit.

July reporting described a halt to infrastructure activity, while Globes's 20 August 2026 account described approved excavation continuing at Dimri's project. These statements can concern different work packages and conditions. A permit for specified excavation cannot establish that all infrastructure works have resumed, and a pause in one work package does not prove that every contractor in the district has stopped.

Calcalist's 7 September 2026 report describes a soil-washing pilot involving 600 tonnes of contaminated material from Ashdod, with potential use at Sde Dov, and an industry estimate of approximately 200,000 tonnes needing treatment at Sde Dov. The pilot and estimate offer a possible treatment route but leave the work required on an individual plot unresolved.

The proposed process separates most reusable soil from a smaller contaminated waste fraction. As of October 2026, a district-wide completion certificate, independently verified results for every Sde Dov soil type, final cost and a 2027 completion date remain unconfirmed. Buyers still need plot-specific monitoring and groundwater documents.

Delivery and infrastructure risk

Published delivery targets range from around 2029 into the early 2030s. Gindi's August 2026 horizon of five to seven years and Luzon Ronson's reported 2033 target place completion well beyond 2027. Permit conditions, land servicing, environmental work, labour and procurement can each affect the timetable for an individual apartment.

Transport and public services follow their own programmes. The Ministry of Transport's updated Green Line staging puts the southern section in 2028 and the northern completion in 2030. The Levi Eshkol bridge has a Q4 2027 target. Schools, community buildings and commerce have design and development records, but no complete opening calendar was confirmed. An apartment handover therefore needs a separate assessment of the services operating at that time.

Costs, concentration and funding

The residential Construction Input Index rose 0.4% in August 2026, according to the CBS release of 15 September. It tracks a basket of construction inputs, separately from consumer inflation or a developer's actual budget. Index linkage can increase a buyer's outstanding payments in 2027; the off-plan chapter explains how the contract determines that exposure.

A relatively small set of developers and partnerships holds many projects. Shavnu's ranking counts total project homes, without adjusting for each partner's ownership share. Shikun & Binui and Prashkovsky hold rental homes, while Gindi's inventory is for sale, so these holdings affect different parts of the housing market.

Ownership and financing can change during construction, as the former Hanan Mor project's transfer to Dimri shows. Deep TASE's March 2026 analysis gives 17 June 2027 as the maturity of Luzon Ronson Central's ₪585.6 million land loan, before the project's completion target. Buyers can follow later company and lender documents for refinancing or construction finance; the maturity date alone establishes no payment failure or insolvency.

Security and the wider economy

The Bank of Israel's July 2026 forecast depends on security de-escalation, fiscal assumptions and energy conditions. Its September decision also identifies the exchange rate, risk premium, demand and supply constraints as inflation drivers. These conditions can alter lending terms, building costs and household demand, so buyers can follow them alongside actual bank offers and project costs.

Chapter 7

Public space, services and getting around

See the planned parks, schools, shops and transport links, with their published timetables. These dates help you assess what may be available when you move in.

The municipality plans a seafront neighbourhood connected to the existing city. Its October 2026 district page places housing beside employment, commerce, public buildings and parks. The layout shows intended walking routes and local centres; current opening information tells buyers which schools, shops and paths they can use.

Parks and the coast

The ILA's 22 July 2020 programme assigns about 365 dunams to green space across the district. The municipal concept includes a coastal park, a linear park and a runway park connected with the airport's history. The retained control tower forms part of that history. Smaller landscaped areas and public-building sites add to the network, which is why the district green-space total differs from the area of the coastal park alone.

The coastal park and promenade have their own works and opening stages. A final measured as-built area and a complete opening programme were not confirmed as of October 2026. A purchaser assessing daily access needs the current path, temporary construction diversions and the public-space works for the relevant block. A seafront rendering cannot establish a completed public route from a particular entrance.

Schools, community life and commerce

Eshkol lot 409 is planned for a primary school, kindergartens, day-care facilities, community uses and sport, according to the municipality's design material. The school opening year, enrolment boundary and staffing programme remain unconfirmed, and design approval gives no guarantee of a place for a purchaser's children.

The official programmes provide approximately 125,000 to 126,000 square metres of commerce and 330,000 square metres of employment space. Commercial land awards and architectural decisions show progress toward that plan. Future retailers and opening dates remain unconfirmed, so buyers need current information about tenants and operating shops near their building.

Rental homes and senior housing add different ways to live in the district. Prashkovsky's company page describes 966 rental homes; Azrieli's August 2026 presentation gives its senior-home project a 2030 completion target. Senior living has its own occupancy and payment model, which matters more to a prospective resident than the unit count alone.

The Ministry of Transport and NTA describe early Green Line operation on the southern section in 2028, followed by northern completion in 2030. The southern section does not provide operating rail service through Sde Dov. NTA's route includes planned district-area stations such as Propes, Nofei Yam, Einstein and Zahara Levitov. Station names and a line on a map describe the route; an opening date depends on the relevant operating phase.

The proposed Metro is a further, separate network. The State Comptroller's 2025 review discusses a programme with partial operation targeted for 2034 and completion for 2037, alongside substantial implementation risks. That is a long-term metropolitan plan. This report does not establish a direct operating Metro station in Sde Dov in 2027 or a guaranteed Metro-based journey time from any project.

Walking, cycling and road links

Works on the Levi Eshkol walking and cycling bridge over Rokach Boulevard began on 19 July 2026. TLV Online reported that day that the municipality expects about 15 months of construction, which puts completion around autumn 2027, and that work runs Sunday to Thursday from 07:00 to 19:00 with a temporary walking route and a bypass for the cycle path. The bridge links the Levi Eshkol area and the northern neighbourhoods directly to Yarkon Park for people on foot and on bicycles.

The 2027 bridge target covers the Rokach Boulevard crossing. A separate extension over the Yarkon River has been discussed, but its funded opening date remains unconfirmed. Construction and temporary restrictions also change road access through the district's new streets and existing north Tel Aviv routes, so a current map is essential.

Private parking and street parking

An apartment's private parking allocation depends on its approved design and sale documents, while municipal street parking follows resident-permit and payment rules. Parking provision differs between buildings, with no verified guarantee of one private space for every Sde Dov apartment.

The municipal parking rules checked on 6 October 2026 describe nine zones. Eligible resident-permit holders park free in their own zone and receive a limited daily free allowance outside it, followed by a resident discount under the activation rules. Citizenship, apartment ownership or a stay in Tel Aviv alone gives no entitlement; check the municipality's current eligibility and payment procedure.

Chapter 8

The dated calendar

Follow the policy and project dates that may affect a purchase in 2027, as known on 6 October 2026. The calendar distinguishes scheduled dates from forecasts and conditional targets.

The calendar runs from the late-2026 decisions shaping 2027 to a tax-threshold date in early 2028. It includes statutory dates, announced milestones, forecasts and possible policy changes. A quarterly forecast or annual target gives less precision than a scheduled day.

Late 2026: rates, the election and two expiry questions

The next Bank of Israel rate decision is scheduled for 21 October 2026, according to its 1 September statement, when the policy rate was 3.25%. The decision and any revised forecast remain unknown as of 6 October. Buyers can use the new release to update their financing assumptions.

The statutory date of the 26th Knesset election is 27 October 2026 if the outgoing Knesset completes its term, according to the Central Elections Committee. The incoming government's budget and legislation can affect housing policy during 2027.

Two published policy periods end on 31 December 2026. Tax Authority instruction 1/2026 gives that date for the temporary additional-home purchase-tax rates. The Bank of Israel's banking survey gives the end of 2026 for its temporary developer-finance restrictions. These are distinct instruments. Their nominal end dates do not establish that lower tax or an unrestricted financing promotion becomes available the next morning.

Q1 2027: continuity and serviced land

Additional-home purchase tax may continue into Q1 2027: legal commentary on section 38 of Basic Law: The Knesset says qualifying expiring legislation can remain in force through the incoming Knesset's first three months. Its first sitting and any later legislation remain unknown, so buyers cannot assume a lower tax rate from the start of the year.

Luzon Ronson Central expected land handover under its development agreement in Q1 2027, according to Deep TASE's 21 May 2026 analysis. The company was trying to bring it forward. Buyers can follow later filings for the actual handover and whether permit-dependent contracts became unconditional; apartment delivery comes later.

Q2 2027: a forecast period and a funding date

The Bank of Israel Research Department forecast an average policy rate of 3.0% in Q2 2027 on 6 July 2026. This quarterly average gives no scheduled rate decision for 1 April or 30 June. New forecasts, inflation data and monetary decisions may change the expected rate before buyers arrange financing.

Luzon Ronson Central's ₪585.6 million land loan matures on 17 June 2027, according to Deep TASE's 19 March 2026 annual-report analysis. Buyers can follow company filings for extensions, replacement lending and the transition to construction finance before completion.

Q3 2027: dates still unknown

A district-wide wave of apartment deliveries, PFAS treatment completion, school opening or major new tender in Q3 2027 remains unconfirmed as of October 2026. Company half-year reports may update sales, costs and construction progress, but no specific release days are established here.

Q4 2027: a walking and cycling connection

The Levi Eshkol walking and cycling crossing over Rokach Boulevard is targeted for completion around autumn 2027. The municipality estimated about 15 months of works from 19 July 2026. The separate Yarkon River extension has no confirmed opening date, and rail service follows the Green Line timetable below.

Across 2027, Green Line construction continues under the published programme. The Ministry of Transport's service dates remain 2028 for the southern section and 2030 for the northern completion relevant to Sde Dov. The southern opening in 2028 does not put a rail service through Sde Dov.

Early 2028: the threshold-freeze boundary

Relevant sole-home and immigrant purchase-tax thresholds are frozen through 15 January 2028 under instruction 1/2026. Replacement thresholds for 16 January are not published as of October 2026. This freeze is separate from the temporary additional-home rate order; the purchase-tax chapter explains the buyer-status rules.

What may move prices and terms in 2027

See how interest rates, tax, construction costs and exchange rates could affect a purchase in 2027. Land costs, available homes and project progress explain why terms can differ between developments.

The central-bank forecast

The latest verified Bank of Israel Research Department forecast as of 6 October 2026 is its 6 July release. It expects 4.0% real GDP growth in 2026 and 5.5% in 2027, 1.8% inflation during 2027 and an average policy rate of 3.0% in Q2 2027. These forecasts depend on the department's assumptions and leave future Monetary Committee decisions open.

Source: Bank of Israel Research Department staff forecast, 6 July 2026. Conditional on the release's security, energy and fiscal assumptions.

The July forecast assumes improved security, no renewed major fighting with Iran, normalising energy prices and limited fiscal effects from defence spending. The September monetary statement records a 3.25% policy rate and identifies security, risk premiums, exchange rates and fiscal developments as risks. Changes in those conditions can alter the forecast.

The inflation environment is greatly influenced by geopolitical developments

Bank of Israel monetary-policy statement, 1 September 2026

Lower policy rates can reduce developer funding costs and influence buyer financing, but loan rates also depend on bank margins, fixed-rate markets, buyer status and project finance. These effects arrive at different times. A buyer needs an actual bank quote; the mortgage chapter explains the lending rules.

Payment promotions and the turn of the year

Temporary developer-finance measures introduced in April 2025 run through end-2026. The Bank's 2024 banking survey describes limits on subsidised bullet and balloon lending and higher risk weights for specified developer exposures. A 2027 extension, expiry or replacement could change financing offers. A 2027 change to ordinary purchase-loan ceilings is not published as of October 2026 in the sources reviewed.

Two apartments with identical headline prices can have different total costs. Compare the early and deferred payments, who pays interest and the conditions for the final loan. A developer's cash-flow disclosures also show how much of its reported sales has been paid.

Tax dates and policy proposals

Tax Authority instruction 1/2026 supplies two different clocks. The sole-home and relevant immigrant thresholds remain frozen through 15 January 2028. The temporary additional-home rate order has a written end date of 31 December 2026. Election-related continuity under Basic Law section 38 and later legislation can affect the latter. The published dates do not establish a guaranteed purchase-tax reduction at the start of 2027.

Making higher investor taxation permanent remains a subject of media and professional discussion. New 2027 brackets, a final permanent replacement and an automatic lower-rate start are unconfirmed as of October 2026. Check the enacted law before budgeting; the purchase-tax chapter explains rates and buyer status, and the new-immigrant chapter covers eligibility.

Construction inputs and project cost updates

The CBS release of 15 September 2026 records a 0.4% monthly rise in the residential Construction Input Index during August. The June Appraisers Association survey supplies a separate construction-cost estimate by building type and area. The index tracks an input basket through time, while an appraisal benchmark estimates a construction cost level. Neither directly measures a Sde Dov apartment's selling price.

For a purchase in 2027, the useful figures are the monthly index, the amount of your contract linked to it and the developer's updated cost to complete the project. Labour, materials, basement works, environmental treatment and financing can change the budget beyond a national index reading. No specific 2027 Sde Dov Construction Input Index rate is published in the sources reviewed.

Supply comes from several stages

The March 2025 North tender and February Central tenders created a substantial later development pipeline. Existing unsold apartments, newly marketed developments, land awaiting servicing and private rights awaiting allocation are different forms of potential supply. The available inventory a buyer can contract for today is narrower than the 16,000-home district programme.

Land costs help explain different asking terms. Gindi's lower 2025 acquisition cost differs from the 2021 purchases, and North's premium coastal bids differ from other plots in the same round. A future tender could add competitors, but the date and scope of a major new 2027 residential round remain unconfirmed as of October 2026.

Private-owner allocation adds another source of uncertainty. Ynet's 30 August 2026 account describes an unresolved allocation lottery affected by PFAS findings. That could change the timing of future development without changing the already marketed stock overnight. Likewise, an architectural approval in 2027 may be important progress while remaining several stages away from occupation.

The shekel changes a foreign-currency budget

The shekel appreciated 0.6% against the US dollar and depreciated 1.0% against the euro between Bank of Israel decisions, according to its 1 September statement. The opposite movements show why buyers funding in different currencies face different costs.

For a fixed shekel price, foreign-currency cost equals that price divided by shekels per unit of the funding currency. The relevant comparison dates are the payment and conversion dates. A change in the quoted shekel apartment price can be offset or magnified by a change in that exchange rate, and fees affect the final converted amount. No 2027 USD/ILS or EUR/ILS target was verified for this report.

The election and the budget

The statutory election date is 27 October 2026. The incoming government's budget, tax, housing and infrastructure programme can affect purchases in 2027. Political uncertainty also influences forecasters' security and fiscal assumptions; the election outcome remains unknown.

Chapter 10

A watchlist for different buyers

Use these checklists to follow the dates and documents that matter to your intended use. They cover living in the apartment, buying from abroad, moving to Israel and investing.

Start with the exact project and plot. Your intended move, funding currency, immigration status and plans for rental income determine which dates and documents matter most. Several of these considerations may apply to the same buyer.

Buying to live in the apartment

For an intended resident, the key comparison is between the project's contractual occupation date and the services expected near the building. The pipeline evidence extends from around 2029 into the early 2030s, while the full northern Green Line target is 2030. The separate Q4 2027 bridge target may improve access before those occupations. None of these dates establishes that every necessary service will be operating together.

Resident evidence to revisit

  • The full building permit and actual construction stage for the exact lot, with a document date.
  • Parcel-specific environmental instructions and the scope of any work-release or remediation approval.
  • The contractual delivery date and the developer's latest dated completion programme.
  • The opening and enrolment arrangements of the relevant school.
  • The actual walking route, shops, road access and public transport available at the intended occupation date.

A resident also needs to distinguish an apartment parking allocation from municipal parking eligibility. The municipality's October 2026 rules are a current reference, while the approved building plan and sale documents determine the private space. The living chapter identifies which public-service dates remain unconfirmed.

Buying while living abroad

For a purchaser funding in dollars or euros, the shekel cost and the foreign-currency cost can change independently. The September 2026 Bank of Israel statement records opposite dollar and euro movements over the same review period. Keep each scheduled payment date beside the funding currency, and update the observed conversion rate and bank quote at the relevant time.

Evidence for a buyer abroad

  • The exact interior area, balcony area and equivalent-area method behind a marketing rate.
  • Whether the whole-apartment price includes VAT and how the financing package affects total consideration.
  • The latest unconditional contract count and whether quoted overseas demand includes reservations.
  • Dated permit, environmental and construction documents accessible for remote review.
  • The funding currency and payment dates against which a current bank quote can be assessed.

SEVEN SEAS's March 2026 overseas-buyer report combines contracts and offers for that project. Ask whether a quoted demand figure counts active contracts or reservations. The buying-from-abroad chapter covers representation and practical purchase arrangements.

Buying as a new immigrant

For a new immigrant, dates tied to personal status and dates tied to project progress belong beside each other. Tax Authority instruction 1/2026 sets the published threshold-freeze boundary at 15 January 2028. That date does not establish an individual's entitlement, immigration timing or the apartment's suitability for an intended move.

The useful district evidence remains the same: permit stage, parcel conditions, handover programme and service opening dates. Where the intended move precedes an advertised project target, the report's construction and transport calendar makes that mismatch visible. The new-immigrant chapter explains the personal eligibility and tax questions.

Buying for investment or later rental use

For an investor, the temporary additional-home tax order's 31 December 2026 written end date is a legal review point. Its interaction with the election and later legislation prevents an assumed lower-tax start on 1 January. The other policy date is the published end-2026 developer-finance directive. Actual financing offers need a fresh source after any regulatory change.

Follow active contracts, cancellations, remaining homes, costs to complete construction and funding milestones for the project. Luzon Ronson Central's reported 17 June 2027 land-loan maturity is one specific date to revisit. Later financing disclosures can show how the company has addressed repayment or refinancing.

Include future rental supply in the investment comparison. Prashkovsky's 966 rental homes and Shikun & Binui's recorded rental holdings serve the rental market, with occupancy dates, rents and lease terms awaiting later disclosure. An independently verified Sde Dov rental-yield series or settled district rent remains unavailable as of October 2026, leaving no reliable basis for a forecast yield.

Part 3 Buying an apartment in Sde Dov

Chapter 11

The purchase, from first enquiry to registered ownership

A reservation, a contract, a protected payment and a registered home are separate stages. Assign a person and a document to each stage before money moves.

This chapter describes a purchase from a developer. The contract identifies the apartment that must eventually be built, the rights you will receive and the payments you owe in the meantime. Buying from abroad changes the signing and banking arrangements. It does not remove the obligations. Engage an independent Israeli property lawyer to verify the seller, negotiate the contract and protect each payment; the information here is a preparation aid.

  1. Choose the apartment and request its documents. You compare floor, orientation, internal area, balcony, parking and storage. The sales office supplies the draft contract, specification, apartment plan and payment schedule. Request the permit status and exact seller identity before paying anything. The prices chapter holds the district price evidence.
  2. Have your lawyer review the reservation. A purchase request, option or memorandum can create obligations before the main contract. The lawyer checks whether the fee is refundable, what event makes it nonrefundable, when the reservation expires, whether the price is fixed and whether the document could itself trigger tax reporting. Money moves only under terms you understand and have accepted.
  3. Complete legal and financial checks together. The lawyer examines the land registry, the seller's rights, charges, permit and proposed security. You ask the lender for approval in principle and assemble documented funds. Obtain the tax classification in writing. If the purchase depends on a mortgage, negotiate the consequence of a refusal before committing.
  4. Agree the contract and all its attachments. Your lawyer checks the named apartment, specification, plans, VAT, linkage, dates, changes, cancellation terms and registration obligations. You approve a final version explained in your language. A showroom promise about a view, appliance or finish belongs in a signed attachment.
  5. Sign and make the agreed first payment. The seller and buyer, or their authorised representatives, sign. In an accompanied project the seller provides the apartment's payment vouchers. Verify their account details with the accompanying institution. Pay through that route and keep the receipt. The Assurance of Investments Law bars receipt of more than 7 percent of the price without one of its permitted securities.
  6. File and pay purchase tax. Your lawyer files the declaration within 30 days of the sale, normally using the contractor transaction form 7000B. The default self assessed tax deadline is 60 days from the sale. Ask the lawyer to record any applicable statutory postponement expressly. The developer's deferred schedule does not by itself postpone either deadline.
  7. Track construction payments and their protection. You pay each instalment when the contract requires it; your mortgage lender makes approved draws against the same schedule. In an accompanied project a voucher payment instructs the institution to issue a guarantee or insurance policy. The statutory period is 14 business days, subject to the law's provision for another permitted security. Your lawyer checks names, amounts and protection after every draw.
  8. Prepare delivery before sending the balance. Your lawyer checks the occupancy documentation, the conditions for release of the project lender's charge and the security that will remain. An independent inspector examines the apartment against the contract and specification. You agree a written handover protocol identifying defects, keys, meters, parking and storage. Do not sign a general waiver in exchange for access to your home.
  9. Take possession and follow registration to completion. You retain the guarantees and documents until your lawyer confirms the conditions for their replacement or release. The developer deals with parcel and condominium registration, then records the buyer's rights. Keep a written progress record until a current registry document records the rights promised to you. Possession alone does not complete registration.

The accompanying institution and your lender have different jobs

Bank accompaniment [ליווי בנקאי] is project finance controlled through a separate project account. The accompanying bank or insurer supervises that account and provides the purchase security. Your personal mortgage bank underwrites your income and lends against your rights. The two institutions may be different. An accompanying bank's name on a brochure is insufficient: obtain the signed financing particulars, the voucher book [פנקס שוברים] for your apartment and the security documents.

The mortgage lender must inform you of the statutory protections. Section 3C of the 1974 law allows it to transfer funds after verifying a permitted security or the seller's written undertaking to provide one. Ask your lawyer to check the actual arrangement and follow through until the security is issued. A transfer confirmation and a Sale Law guarantee [ערבות חוק מכר] are different documents.

Completing stages from abroad

Your lawyer can prepare a power of attorney [ייפוי כוח] for the particular purchase, tax filing and registration. The Israel Land Authority's representatives procedure recognises authentication through an Israeli diplomatic or consular representative, or the applicable foreign notarisation and apostille route. The receiving registrar and bank decide which originals and wording they require. Ask them to approve the document before you sign it. Certain personal declarations still require your own signature.

A power of attorney for the purchase does not automatically satisfy a bank's account opening or mortgage process. Ask the chosen bank whether you must attend, which identity documents and tax residence declarations it requires and whether it will accept your foreign income. Agree the source of funds evidence before sending a large wire. Keep a clear chain from the account where the money was earned or received to the apartment payment.

Appoint a local contact for delivery who can attend with an inspector, read the handover record and report unresolved items. Give that person a defined authority; keep legal decisions with your lawyer. A remote purchase works when responsibility is clear at each handoff. The documents checklist specifies the file to prepare, and the timeline checklist turns the process into a record you can keep.

Chapter 12

The three cash numbers to settle before signing

Signing cash tells you what leaves now. Equity tells you what you must fund by delivery. All in cash adds tax, fees and the costs needed to reach usable possession.

Use one budget with a payment date beside every line. A low first instalment can coexist with a large final equity requirement. The site's calculators calculate equity and purchase tax consistently, but they exclude legal, appraisal and bank fees. An independent mortgage adviser should confirm the loan you can actually obtain, and your lawyer should confirm the tax and contract costs before you rely on the figures.

Read the price labels before comparing the numbers

The examples use the public figures held by the site: DIMRI YAMA's launch floor of ₪3,750,000, reported on 22 December 2025; FIRST's three room list price of about ₪6,800,000, reported on 28 December 2025; and SEVEN SEAS's reported average of about ₪8,700,000 on 25 March 2026. A launch floor, a list price and an average measure different things. These are historical budget anchors. Obtain a dated offer for the actual apartment and ask which extras are included.

A ₪6.8 million purchase, with the cash separated

For illustration, take the public FIRST price of ₪6,800,000 and a negotiated 20 percent signing payment. The price instalment is ₪1,360,000. This is an assumed schedule used to explain the arithmetic, rather than a verified current offer. A foreign resident limited to a 50 percent loan would need total price equity of ₪3,400,000 if that full loan is approved. After the signing payment, another ₪2,040,000 of price equity remains to be paid by delivery.

Applying the Tax Authority's 2026 additional home bands to that price produces purchase tax of ₪558,899 after rounding. Equity plus tax therefore comes to ₪3,958,899 before fees. A qualifying resident buying a sole home at the same price and the 75 percent mortgage ceiling has equity of ₪1,700,000 and tax of ₪257,886, giving ₪1,957,886 before fees. An eligible oleh at the same loan ceiling has tax of ₪79,976 and cash before fees of ₪1,779,976. These are ceiling based calculations, checked 6 October 2026, rather than bank offers.

Table 14 Illustrative cash bridge on ₪6,800,000 for the foreign nonresident profile, using 2026 tax rules. Fee assumptions are examples, not quotations.
LineCashMeaning
Price equity at a fully approved 50% loan₪3,400,000Includes the ₪1,360,000 signing instalment

Agent assumed at 2%, plus 18% VAT₪160,480Only if a payable brokerage agreement applies
Subtotal with those assumptions₪4,159,499Still add developer legal charge, linkage, financing, transfers, upgrades, inspection and handover costs

The subtotal is deliberately labelled incomplete. Buying directly may remove the buyer's brokerage cost; a different legal quote changes another line. The developer legal fee at this price has no statutory ceiling under the 2026 price threshold. An upgrade order or linkage bill can materially change the total. Obtain a quote or a stated calculation for each unresolved line rather than treating a blank as zero.

Stress the budget before the final instalment

If a ₪6,800,000 home appraises at ₪6,400,000 and the bank applies a 50 percent limit to that lower value, the loan ceiling falls to ₪3,200,000. Price equity rises by ₪200,000. A bank can also lend less because of income, age, liabilities or its policy on foreign earnings. Keep the distinction between the regulatory maximum and your approved facility visible in the budget.

A second stress is index linkage. If the full permitted 40 percent of a ₪6,800,000 price remains exposed for an illustrative 5 percent increase, the addition is ₪136,000. Actual linkage depends on each payment's date, base index and linked share. A third stress is currency: a 5 percent increase in the foreign currency cost of a ₪3,400,000 equity obligation adds the equivalent of ₪170,000. Neither illustration is a forecast.

Chapter 13

Purchase tax: status, brackets and the 2027 boundary

Residency and the family's other Israeli homes determine the ordinary schedule. The sole home thresholds are frozen through 2027; the investor rate has a separate expiry question.

Purchase tax [מס רכישה] is calculated on the taxable transaction value under the rules applicable on the purchase date. Paying the developer in stages does not divide the transaction into new tax years. Citizenship alone does not establish Israeli tax residency. Ask an Israeli property tax lawyer to confirm residence, the family unit, existing ownership and any immigrant or replacement relief before signing; this chapter cannot determine your personal classification.

At ₪10,000,000 the same calculation gives ₪513,886. These figures were calculated on 6 October 2026 from the statutory bands, without assuming a future change.

What counts as a sole home

Section 9 of the Land Taxation Law tests homes in Israel and the statutory Area. A home abroad does not automatically make an Israeli resident's purchase an additional Israeli home. The law generally treats a purchaser, spouse and children below 18 as one buyer, with statutory exclusions including a spouse living permanently apart and certain children. Separate ownership between spouses can require careful analysis. Splitting the contract between family members does not by itself create separate allowances.

The definition has exceptions for an interest no greater than one third in another home, or no greater than one half in an inherited home. Other exceptions and factual questions remain. Declare the entire family's interests, including inheritance and unfinished purchases, and let counsel apply the exceptions. The word sole on a bank or developer form does not settle the tax file.

A replacement buyer can qualify subject to disposal of the old home within the statutory window. The standard current window is 24 months after purchase. A purchase from a developer has a special rule tied to 12 months after contractual delivery; where delivery is delayed for reasons beyond the buyer's control, actual delivery can govern. The purchase date and any temporary extensions matter. Record the deadline and the consequence of missing it in the lawyer's advice.

The immigrant schedule

For a qualifying immigrant's sole home under regulation 12A, the first ₪1,978,745 is untaxed, the next slice through ₪6,055,070 is taxed at 0.5 percent and the slice through ₪20,183,565 at 8 percent, using the frozen amounts in Instruction 1/2026. If the entire price exceeds ₪20,183,565, this relief disappears for the whole acquisition. The ordinary applicable calculation then has to be established. At ₪6,800,000 the eligible immigrant's bill is ₪79,976 after rounding.

The ordinary immigrant window runs from one year before first entry to seven years afterwards. The construction exception has extra conditions, including first entry within three years of purchase and a qualifying immigration approval within one year of purchase. The olim chapter explains the timing. It should never be treated as an open ended right to buy now and immigrate whenever the building is finished.

A separate resident rule includes someone who becomes a first time Israeli resident or a veteran returning resident within two years of purchase. That may support an amended assessment and refund to ordinary resident sole home rates. It is distinct from the immigrant 0.5 percent schedule. Your lawyer should confirm whether a temporary extension or other date specific rule applies to your contract.

Filing, payment and the 2027 question

The Tax Authority requires reporting within 30 days, with transaction, purchaser and status details and the self assessment. Contractor sales normally use form 7000B. The default payment date is 60 days from the sale under section 90A. Statutory postponement provisions can apply in particular circumstances, but a 20/80 campaign creates no automatic tax extension. Instruction 1/2026 fixes the late declaration penalty at ₪310 for each two weeks of delay from 16 January 2026 through 15 January 2027; interest and other consequences are separate.

The 2025 freeze retained the 2024 sole home threshold amounts for the 2025 to 2027 period. Instruction 1/2026 explicitly gives sole home validity through 15 January 2028. The additional home 8 and 10 percent rates were restored in late November 2021 and subsequently extended; the instruction's printed endpoint is 31 December 2026. The frozen shekel thresholds and the temporary percentage rates have different legal clocks.

Globes reported on 7 September 2026 that the election period extends the temporary investor order into February 2027. It also reported Finance Ministry support for making the higher rates permanent and other calls for a reduction. This report could not independently establish the exact election related expiry day or a newly enacted 2027 replacement schedule as of 6 October 2026. Treat that news as a reported extension requiring legal confirmation. Obtain the operative law on the date you sign; this edition supplies no invented 2027 bands.

Chapter 14

Financing a home that is still being built

The regulatory ceiling is only the first lending test. Foreign income, valuation, repayment capacity and the date of each draw determine what the bank will actually release.

A mortgage [משכנתה] can fund part of an off plan purchase, but you must still meet the developer's schedule if the bank lends less than you expected. Obtain written approval and a draw plan before accepting that obligation. Use an adviser experienced in foreign income where relevant, and have your lawyer check the security and finance conditions; the limits here are general information rather than a promise of credit.

A foreign resident and an Israeli citizen abroad

Directive 329 uses a legal definition of Israeli citizen imported from section 16A of the Land Taxation Law. That definition also includes specified Israeli residents and population register categories. A passport only test is incomplete. A foreign nonresident outside that definition ordinarily falls into the investment dwelling category, with a 50 percent ceiling. An Israeli citizen abroad buying a qualifying sole Israeli home can in principle reach 75 percent while paying foreign resident purchase tax. Ask the lender to state its classification and the declarations it requires.

Shavnu's mortgage calculator uses a separate buyer profile for each of these common cases. They are useful budgeting shortcuts, but they do not adjudicate residence, the statutory citizenship definition or an unusual family ownership structure. The bank can approve less than the ceiling. An Israeli resident without citizenship should obtain an individual classification rather than assume the calculator's foreign citizen profile describes them.

Seek offers from Israeli banks' mortgage or international customer desks, including banks such as Mizrahi Tefahot, Leumi, Hapoalim, Discount and First International. Their willingness to accept a particular foreign income file, loan currency or remote signing arrangement was not confirmed for this report as of 6 October 2026. A broker can coordinate applications but cannot bind a lender. Ask each bank for its own written offer and conditions.

Income and documents

A bank recognises documented income paid regularly and evidenced in an account. It also considers existing obligations in calculating disposable income. The February 2026 clarification, effective from 1 October 2026 after the June deferral, requires the relevant repayment test to account for existing and new housing loans secured on the same property, subject to the directive's definitions and remaining term rules. Taking a second loan against the apartment does not create a fresh income allowance.

Prepare passports and Israeli identity documents where applicable, tax residence and tax number declarations, evidence of address, recent bank statements, employment and salary evidence, filed foreign tax returns, existing debt schedules and the origin of the equity. Self employed borrowers should expect business accounts and proof that earnings reach their personal account. The bank may request a home country credit report and certified translations. There is no universal foreign borrower document list or universally accepted language: obtain the specific bank's list.

Directive 451 normally requires a decision and, if approved, an approval in principle [אישור עקרוני] within five business days. Predefined exceptional cases can take seven business days with notice of the exception and reason. The quoted terms must remain available for at least 24 days, subject to verification and the directive's conditions. This does not lock every draw at today's rate until a building is delivered years later.

Valuation and staged draws

The bank's valuation rules generally use the lower of the contract cost and appraisal for the relevant loan to value calculation. A low valuation increases your own cash requirement. Ask how discounts, deferred payments, upgrades and index additions affect the accepted price and facility. Put the bank's draw conditions next to the developer's payment dates so that a missing document cannot become a contract default.

The loan can be released in stages directly through the apartment's vouchers to the project account. Each draw creates debt and its own interest consequences. Ask when repayments begin, whether any interest only period applies, how later fixed and variable portions are priced and what must be reapproved if delivery moves. The lender may require the buyer's equity first. A total approval figure without a dated draw plan is incomplete for an off plan purchase.

Deferred payment and subsidised balloon offers

A 20/80 developer schedule means 20 percent now and 80 percent later under the campaign's terms. It can be a simple contractual deferral, or involve a separate borrower loan on which the developer pays some interest. A balloon loan [הלוואת בלון] leaves principal to a later date; a bullet structure can defer interest too. Identify the borrower, lender, principal, maturity, guarantees and who pays after the subsidy ends. The buyer may owe the loan even if the apartment is late.

The Bank of Israel's 23 March 2025 announcement proposed stronger capital treatment for construction projects with substantial deferred sales and a cap on developer subsidised bullet and balloon lending. The final rule in section 8A of the June 2026 Directive 329 is 10 percent of each bank's relevant housing loan executions per calendar quarter, through 31 December 2026. The announcement described a monthly proposal; use the quarterly final rule. This is a bank portfolio limit. It does not limit every buyer's down payment to a particular percentage or guarantee an 80 percent mortgage.

The enacted circular 2816 of 6 April 2025 assigns a 150 percent risk weight to relevant construction finance where more than 25 percent of sale contracts defer more than 40 percent of the price to delivery, with transition rules for existing contracts and projects. That raises the bank's capital burden and can affect developer offers. The subsidised loan cap excludes qualifying executions already approved in principle before commencement. An extension beyond the printed 31 December 2026 endpoint was not confirmed as of 6 October 2026. Ask the bank how the offer will be funded and refinanced after a subsidy or temporary rule ends.

Rates and a repayment example

The Bank of Israel cut the policy rate to 3.25 percent on 1 September 2026; the announced next decision is 21 October 2026. Using the customary policy rate plus 1.5 percentage points definition gives a prime reference of 4.75 percent. The mortgage quote can be prime plus or minus a margin, fixed, linked to the consumer price index, or linked to foreign currency. A prime reference is insufficient to price the whole loan.

At an assumed unlinked annual rate of 5 percent over 30 years, a ₪3,400,000 loan has a level monthly repayment of about ₪18,252. The 50 percent income boundary implies about ₪36,504 in recognised disposable monthly income; the 40 percent line implies about ₪45,630. These are calculator illustrations dated 6 October 2026. They exclude insurance, fees and changes in rate or index, and are not surveyed bank offers.

The Bank of Israel Research Department's 6 July 2026 forecast put the average policy rate in the second quarter of 2027 at 3.0 percent, conditional on its assumptions. The forecast predates the September decision and does not promise a mortgage rate or the price of a later draw. A foreign currency track can reduce the mismatch with foreign earnings but creates other currency exposures. Directive 329 provides a limited bank level exception for nonresident foreign currency lending; ask the bank to explain its use in your offer.

Chapter 15

Buying off plan with the protections written correctly

Two laws govern different risks: recovery of paid money and the apartment the seller must deliver. The exact security, index formula and delay provisions belong in the signed file.

An off plan home [דירה על הנייר] is a contractual obligation to build and transfer an apartment. The Sale (Apartments) Law 1973 governs matters including specifications, defects, delivery and registration. The Sale (Apartments) (Assurance of Investments) Law 1974 protects payments through defined securities. Ask your independent lawyer to check how both operate in the actual contract and an inspector to assess the delivered home; this chapter supplies general information.

What the guarantee covers

The statutory bank guarantee and insurance secure the paid amounts, excluding their VAT component, against defined inability to transfer the agreed rights. The law describes attachments, insolvency proceedings and absolute prevention of possession. Cancellation of the sale agreement alone is expressly insufficient. The guarantee is also not an insurer of every defect or compensation claim. An environmental cancellation clause therefore needs its own effective refund mechanism and legal assessment; the risks chapter holds the district environmental evidence.

The VAT component is handled through the state's dedicated refund fund when the security is realised. This arrangement comes from Amendment 9 to the Assurance of Investments Law, published in March 2017. It is separate from the July 2022 Amendment 9 to the Sale (Apartments) Law. Similar amendment numbers have led to confusion between the two laws. Do not treat a lower net guarantee amount as evidence that the gross apartment price excludes VAT.

In an accompanied project pay through the apartment's vouchers. Confirm the details independently with the institution and retain each receipt and corresponding security. A payment instruction received in a changed email is insufficient verification. The law assigns security costs to the seller subject to its express contractual receipt arrangement; your lawyer should check any clause charging those costs to you. Guarantees can be replaced only under the statutory conditions and the contract, so their release must be reviewed at delivery.

The linkage formula after 7 July 2022

Construction Input Index linkage [הצמדה למדד תשומות הבנייה] is governed by section 5C for contracts made from 7 July 2022. The first 20 percent of the price is unlinked. At most half of each payment beyond that first 20 percent may be linked. Together these rules expose at most 40 percent of the full price. The permitted index is the Central Bureau of Statistics residential construction inputs index. The contract can provide less linkage.

Table 20 Illustration on a ₪6,800,000 home, applying the 2022 rules as checked 6 October 2026.
Price paymentMaximum linked partExplanation
First 20%, ₪1,360,000₪0Unlinked
A later 10%, ₪680,000₪340,000Half of that payment

Illustrative 1% rise on all ₪2,720,000₪27,200Sensitivity only; actual bill depends on when each payment is made

Identify the base index, the published index used on each payment date, how a payment crossing the first 20 percent boundary is split and how a falling index is treated. Linkage generally stops at the contractual delivery date. Statutory exceptions connected to buyer caused delay or contractual frustration require legal analysis. A broad clause allowing the seller to extend the delivery date and keep charging linkage should be examined against the law.

Payment schedules and 20/80 deals

A schedule secured by bank guarantee or insurance can be negotiated within the law. If the seller uses other securities, section 3 also applies construction stage payment ceilings set by regulations. It is therefore incomplete to say the law never constrains the schedule. Ask your lawyer to identify the applicable security and statutory schedule. A payment below 7 percent is not automatically protected or refundable just because it is small.

Compare offers at the full contractual price, with index exposure, tax, extras and any separate credit agreement visible. Ask whether the stated 20 percent includes an earlier reservation, whether a permit changes the amount due and whether a balloon maturity can arrive before keys. A developer's subsidy can end even if construction continues. The bank restrictions and their printed 31 December 2026 endpoint are explained in the mortgage chapter.

Delivery compensation

For contracts from 7 July 2022, section 5A provides compensation without proof of loss once delay exceeds one month. The first month itself has no statutory payment. For months two through four the measure is 100 percent of the rent for a similar apartment in size and location; for months five through ten it is 125 percent; from month eleven it is 150 percent. The law provides monthly payment. Agree evidence for the comparable rent and retain records of the contractual and actual dates.

At an illustrative comparable rent of ₪10,000 a month and a twelve month delay, the statutory bands give ₪30,000 for months two to four, ₪75,000 for months five to ten and ₪30,000 for months eleven and twelve, a total of ₪135,000. This arithmetic is an example dated 6 October 2026, not a Sde Dov rent forecast. Earlier contracts have a different regime, including the previous delay threshold and retroactive calculation, so do not apply this table to an older agreement.

The present statutory exemptions concern delay caused solely by the buyer and frustration under the applicable Contracts Law test. An event described as war, labour shortage or contamination does not automatically settle the legal test. Ask counsel to examine the actual cause, foreseeability and seller's evidence. A contract cannot remove mandatory buyer protections.

Specifications, changes and defects

The technical specification [מפרט טכני] and plans should be signed attachments. Record dimensions and measurement method, finishes, kitchen allowance, electrical points, air conditioning, windows, balcony, accessibility, parking and storage identifiers. Define which changes require consent, the effect of a reduction in area and the price and completion date of buyer upgrades. The sales rendering should not be the only record of a feature that matters to you.

Table 21 Defects periods [תקופת בדק] in the Sale (Apartments) Law for current purchases, beginning at delivery; abbreviated categories, checked 6 October 2026.

Joinery, metalwork, flooring and internal coverings2 years
Machinery, boilers, site development and thermal insulation3 years
Piping, drainage and waterproofing4 years
Nonstructural cracks wider than 1.5 millimetres5 years
External cladding detachment or failure7 years

During the applicable defects period the seller generally bears responsibility unless it proves buyer caused damage. The following warranty period [תקופת אחריות] lasts three years, with the buyer required to prove the cause falls on design, work or materials. Fundamental structural nonconformity has a special 20 year statutory regime and rules beyond it. These are not a blanket warranty of every component for 20 years. Give written notice, keep dated photographs and allow the statutory opportunity to repair with legal advice for disputed or urgent cases.

VAT is 18 percent from 1 January 2025 under the Tax Authority's published interpretation. Verify that the quoted apartment price includes the applicable VAT, how the contract treats a future rate change and whether extras are quoted gross. Retain a delivery protocol, the occupancy approvals and the agreed registration timetable. The new apartment's legal file remains active after the keys arrive.

Chapter 16

The full cost of purchase, ownership and sale

Some costs have a statutory amount, some follow a contract and some need a quote. Rental and sale taxes must be planned separately from the purchase bill.

Build the cost sheet before accepting an apartment price. Mark every figure as a statutory amount, a sourced market convention, a written quote or an illustration. There is no verified single Sde Dov closing cost percentage. Your property lawyer should confirm the purchase charges and your accountant should compare rental and disposal tax outcomes for your household and country of residence.

Table 22 Purchase cost inputs checked 6 October 2026. Percentages are market references unless labelled statutory; VAT treatment should be confirmed in each quote.

The developer legal fee can change above the threshold

The indexed legal expenses regulations in force from 1 February 2026 cap the charge at the lower of ₪5,915 or 0.5 percent of the apartment price, plus VAT, where the regulations apply. They disapply that ceiling above a price of ₪4,642,750. Thus a ₪4,000,000 purchase falls below the price threshold and the capped gross amount would be ₪6,979.70 at 18 percent VAT. A ₪6,800,000 purchase exceeds it, so the contractual charge needs negotiation. The developer's lawyer handles the seller's transaction and registration duties; you still need your own representation.

The 2027 indexed legal fee and price threshold were not confirmed as of 6 October 2026. Apply the published amounts relevant to the transaction rather than assuming the purchase tax freeze also freezes every other fee. On a ₪6,800,000 illustration, a buyer lawyer fee of 0.5 percent plus VAT is ₪40,120 and a 2 percent agent fee plus VAT is ₪160,480. These percentages are examples using the cited market references, not fees every buyer owes.

Banking, currency and insurance

A percentage of the whole mortgage should not be silently used for the specified application processing fee: the Bank of Israel's circular of 31 July 2024 records the ₪360 maximum. Separately price appraisal, registration of the security, certified documents and any adviser. Ask about early repayment charges, track changes and the cost of refinancing a balloon at maturity. A temporary interest subsidy is not a waiver of every loan cost.

Compare conversion quotes by the number of shekels that actually reach the approved payment account. A small advertised transfer charge can coexist with a costly exchange spread. For scale only, an assumed 1 percent total conversion cost on ₪3,400,000 is ₪34,000. This is arithmetic, not a quoted provider rate. The source of funds review and the arrival deadline matter as much as the exchange price; obtain approval for the intended route before funds move.

Mortgage lenders commonly require building and life insurance, subject to their terms and any applicable exceptions. Premiums depend on the insured rebuilding value, borrower health and age, cover and exclusions. A property's purchase price includes land and is not the same as its rebuilding value. Request an insurance quote that covers the actual occupancy pattern, including extended absence or letting. No universal Sde Dov premium was verified.

Municipal tax and building management

Municipal property tax [ארנונה] is charged according to use, municipal measured area, tax zone and building classification. The Tel Aviv-Yafo 2026 order distinguishes these variables and contains address exceptions. For reference, its residential table lists type AA in zone 1 at ₪112.99 per square metre per year for the applicable apartment category up to 140 square metres, and ₪139.60 for the category above 140 square metres. Those are conditional table rates, not a confirmed assessment for a future Sde Dov apartment.

Under the first conditional rate, 100 municipal assessed square metres produce ₪11,299 a year, or about ₪942 a month as a budget equivalent. Confirm the entrance address, zone, building type and measured area with the municipality; sale brochure area and municipal area can differ. Shared amenity and service spaces can have charging rules of their own. The specific future assessment, 2027 rates and rates at eventual delivery were not confirmed. Obtain the applicable assessment when possession begins.

Building committee charges [ועד בית] and management fees depend on staffing, security, lifts, pools, gym, energy systems, insurance and maintenance reserves. No signed, comparable Sde Dov management tariff was confirmed as of 6 October 2026. Request the draft management contract, the first year budget, allocation formula, VAT treatment, reserve contributions and procedure for changing the operator. Ask who pays for unsold homes and initial deficits. A low introductory charge may leave the building underfunded later.

Rental income: compare three tracks

Table 23 Outline for an individual's qualifying Israeli residential letting, using the 2026 Tax Authority ceiling of ₪5,654 per month. Business activity and unusual ownership require separate treatment.
TrackBroad calculationMain tradeoff
Exemption or partial exemptionFull exemption within the statutory monthly ceiling; it tapers above that ceilingEligibility, household aggregation and expenses need checking
10% gross incomeGenerally 10% of qualifying gross residential rentOrdinary expense and depreciation deductions generally unavailable; a specific renter landlord relief may apply
Ordinary income taxTax on taxable net rental income under the applicable personal rulesEligible expenses and depreciation may be deductible; compare the full tax and sale consequences

The 2026 deductions booklet states a monthly rental exemption ceiling of ₪5,654. Under the taper, if qualifying aggregated monthly rent is ₪8,000, the excess over the ceiling is ₪2,346 and the remaining exempt portion is ₪3,308. The resulting nonexempt amount is ₪4,692 before the applicable tax and expense rules. At twice the ceiling, ₪11,308, the exemption is exhausted. These are illustrative calculations, checked 6 October 2026, and do not establish an expected rent for Sde Dov.

On an illustrative rent of ₪10,000 a month throughout a year, the ordinary 10 percent gross track gives ₪12,000 of annual Israeli tax before any specific statutory renter landlord relief. The Tax Authority's service requires payment by 31 January following the rental year. Compare all tracks with an accountant, including depreciation consequences at sale and foreign tax credit treatment. Israeli tax relief does not remove reporting or tax in the buyer's home country. The applicable ceiling and law at the future start of letting must be checked again.

Selling: gain tax and other exit costs

Real estate gain tax [מס שבח] generally concerns the taxable appreciation after permitted cost adjustments and deductions, rather than the entire sale price. For an individual's newly purchased home, 25 percent of the taxable real gain is a common statutory starting point where no exemption applies, subject to the law, ownership structure and other taxes. Keep purchase tax, lawyer, agent, qualifying improvement and financing evidence so an adviser can establish which costs are deductible.

The sole home exemption is conditional. The law includes residence and ownership tests, generally at least 18 months of ownership from when the property became a dwelling and limits on a recent use of the same exemption. Instruction 1/2026 states the exemption value cap of ₪5,008,000, frozen through 31 December 2027. A higher value sale is not wholly exempt merely because the property is a sole home. An off plan contract signed years earlier does not automatically start the completed dwelling holding period.

A foreign resident must establish that they have no residential home in their country of residence to use the qualifying sole home exemption, with the statutory proof requirement. Residence, family interests and available documents must be examined individually. A foreign tax bill can still arise even if Israel exempts a sale. Ask about any high income surtax, depreciation, planning betterment levy [היטל השבחה], brokerage, legal fees and loan discharge or early repayment charges before calculating net sale proceeds.

Chapter 17

Buying while living abroad: country notes

Israel can tax an Israeli property's rent and gain while the buyer's residence country also requires reporting. Treaty relief and banking requirements depend on the country, the owner and the use of the home.

Set up two advice files before signing: the Israeli purchase file and the file for every country where you are tax resident or subject to citizenship based tax. An income tax treaty can allocate taxing rights and provide relief from double taxation; it does not automatically exempt Israeli purchase tax. Ask advisers in both countries to agree ownership, rental treatment, credits and reporting. These country notes are an outline for that discussion, not personal tax advice.

United States

A US citizen or resident generally reports worldwide income, including Israeli rental income, in US dollars. IRS Publication 527 explains rental income, deductible expenses and depreciation; a foreign rental can require a different depreciation analysis from a US property. Keep dated records of the price, payments, rent, expenses and foreign tax. A US return can show a taxable amount different from the amount taxed in Israel. Ask about foreign tax credits rather than assuming an Israeli 10 percent rent payment settles the US liability.

The IRS states that directly held foreign real estate itself is reported on neither FBAR nor Form 8938. An Israeli bank account used to fund or operate it is a separate financial asset. FBAR generally applies where the aggregate value of relevant foreign accounts exceeds US$10,000 at any time in the calendar year. Form 8938 has separate thresholds that vary by filing status and residence; holding through a foreign company, partnership or trust can add forms. FATCA related bank self certification also does not replace the buyer's own filings.

An Israeli mortgage is still debt for US tax analysis. For a rental, interest and other costs must be allocated under the rental rules; principal repayment is not a rental expense. For personal use, Publication 936's qualified home and secured acquisition debt rules determine whether interest is deductible. Keep shekel principal and repayment records with dollar conversions and ask a US adviser to assess any foreign currency debt consequences separately. The answer can depend on personal or rental use and the particular transaction. No blanket exchange gain ruling is offered here.

France

The France Israel convention signed in 1995 addresses income from immovable property in Article 6 and double taxation relief in Article 23. French residents should report the Israeli rent and any disposal under the applicable French forms and treaty method. Ask a French adviser to identify the relief for the particular income and whether social charges apply. A treaty rule allowing Israel to tax is not an instruction to omit the income from a French return.

French administration guidance requires disclosure of relevant foreign accounts through form 3916 or 3916 bis. An Israeli account opened for apartment payments belongs in that review. French resident property wealth tax can include taxable property outside France; the net taxable property threshold is €1.3 million under the guidance checked on 6 October 2026. Analyse the household's total property, deductible debt, treaty provisions and any residence transition exception. The apartment price alone does not establish the IFI bill.

United Kingdom

HMRC's foreign income guidance states that UK residents normally pay tax on overseas rental income and generally report it through Self Assessment, with possible double taxation relief. Keep sterling calculations and Israeli tax certificates. The UK Israel treaty and its 2019 protocol should be read for the relevant income and gain. Financing cost relief for residential letting and the effect of private use need a UK accountant's calculation.

The UK remittance basis was replaced on 6 April 2025 by the four year foreign income and gains regime. HMRC says qualifying new residents need a preceding period of at least ten years of non UK residence, and relief requires a claim. Leaving Israeli rent in an Israeli bank does not by itself create exemption. Prior untaxed foreign funds can have transitional issues. These changed rules make older property guides especially unreliable for a 2027 purchase.

Canada

Canadian residents generally need to consider worldwide rental income and the Canada Israel convention signed in 2016. The convention allows source country taxation of relevant immovable property income and provides double taxation relief provisions. Keep Canadian dollar cost and income records and have an accountant calculate available credits and any eventual gain or departure tax issue.

The CRA's Form T1135 guidance sets the aggregate cost threshold for specified foreign property at more than C$100,000 at any point in the year. A foreign rental property can be reportable even where its mortgage leaves little equity: the test uses cost, not the owner's net equity. Property held primarily for personal use or enjoyment is excluded, with use assessed on the facts. Foreign accounts and other assets can make the aggregate test relevant even when one asset alone is below the threshold.

Russian speaking buyers

Language does not identify tax residency. A Russian speaker may be resident in Israel, Russia, another European country or elsewhere, and each needs that country's tax and treaty analysis. Prepare name spellings that match passports, civil status records, source of wealth and bank statements; obtain the translations and authentication the Israeli lawyer and lender require. Resolve inconsistent transliterations before contracts and guarantees are issued.

For funds held in Russia, the Bank of Russia's cross border transfer guidance and temporary restrictions can change, and the receiving Israeli bank and correspondent institutions have their own compliance decisions. A permitted transfer at the sending bank does not establish acceptance at the destination. No universal current transfer limit or working route to a Sde Dov project account was confirmed as of 6 October 2026. Have the actual sending and receiving banks approve the route and evidence before accepting a contractual deadline. Obtain country specific advice on foreign account and rental reporting.

Spanish speaking buyers

A Spanish resident and a resident of a Latin American country have different reporting rules and treaties. For Spain, the tax authority's Modelo 720 guidance requires review of separate foreign asset categories and the €50,000 reporting threshold for the relevant category, subject to its exceptions and subsequent filing rules. A foreign property can be reportable even when it is for personal use. An off plan right and a completed registered home may require different reporting analysis; ask a Spanish adviser when the obligation first arises.

Spanish residents should also assess worldwide rental or gain taxation and applicable wealth related obligations. Confirm the current Spain Israel convention for the income concerned and the credit calculation. For Latin American residents, ask a local adviser to establish whether a treaty exists for their residence country and how foreign property, accounts and income are declared. Spanish language access to a sales office does not determine those obligations.

Moving money and documents

Across all countries, ask the Israeli receiving bank what it will accept before signing: buyer identity, tax numbers, a source of funds explanation, supporting sale or inheritance records where relevant and an account in the appropriate name. Keep the transfer instruction linked to the apartment's voucher and check details independently. A lawyer's account, a payment provider and a project voucher are different arrangements; have counsel establish the permitted route and protection for yours.

Request the receiving institution's language and original document requirements. A foreign document may need a certified translation, notarisation or apostille; a consular authentication route may be available for the power of attorney. Define who can sign, borrow, receive notices and attend handover. Do not assume one document authorises every banking, tax and registration step.

Chapter 18

New immigrants and returning residents: make the dates work together

Purchase tax, income tax, customs and housing assistance use different status tests and clocks. A long construction period can outlast a short benefit window.

A new immigrant [עולה חדש] and a returning resident [תושב חוזר] should plan the contract, immigration approval, first entry, tax residence and mortgage as one file. Some benefits apply to an oleh, some to a first time resident and some only to a veteran returning resident [תושב חוזר ותיק]. Ask an Israeli tax adviser to establish each status and an eligibility adviser to confirm housing support. The information here cannot establish personal entitlement.

The purchase tax relief and its timing

Regulation 12A's sole home schedule, effective from 15 August 2024, gives the eligible purchaser zero tax through ₪1,978,745, 0.5 percent through ₪6,055,070 and 8 percent through ₪20,183,565 at the frozen amounts in Instruction 1/2026. Above the last price threshold the relief is lost for the entire acquisition. For the ₪6,800,000 public price used in this report, the current calculation is ₪79,976, compared with ₪257,886 on the ordinary resident sole home schedule and ₪558,899 on the foreign resident schedule.

The ordinary window is one year before first entry and seven years afterwards. The off plan pre entry exception excludes the construction period from the relevant calculation, but requires first entry within three years of purchase and one of the qualifying immigration approvals within one year of purchase. The regulation's qualifying documents include the specified oleh visa, certificate and A1 category. A sales promise that construction delay extends the benefit indefinitely is insufficient.

Table 24 Timing questions for an illustrative October 2026 contract, under regulation 12A as checked 6 October 2026. These are examples to put to counsel.
Possible sequenceQuestion that must be answered
Contract before aliyah, first entry in 2027Does the ordinary one year window apply, or are all construction exception conditions satisfied?
Contract in 2026, intended entry after the three year boundaryWhat relief remains if the first entry condition is missed? Do not rely on the construction exception
Already an oleh before 15 August 2024Is an old regulation election available, and which valid calculation is lower?
First time resident or veteran returning resident within two years of purchaseCan the separate ordinary resident sole home refund rule apply?
Another family home or a prior use of the immigrant benefitDoes the sole home and one time benefit test still pass?

Make the dates and documents explicit in the tax filing. The older regulation and transition rules may matter for someone who immigrated before 15 August 2024; a pre reform contract does not automatically acquire the new schedule. Obtain an opinion on the actual transaction and any election. The ordinary resident refund route in section 9 has its own two year rule and any date specific extensions. It should not be conflated with the immigrant relief.

The ten year foreign income exemption survived the reporting change

Qualifying first time Israeli residents and veteran returning residents retain a ten year exemption on qualifying foreign sourced income under the Income Tax Ordinance. Veteran returning status generally requires ten consecutive years abroad under the relevant definition. The source of income matters: an Israeli apartment's rent is Israeli sourced, and work physically performed in Israel is not automatically foreign sourced because a foreign employer pays it.

Income Tax Ordinance Amendment 272 was enacted on 2 April 2024 and published on 7 April 2024. It removes the special foreign income reporting exemption for people becoming first time residents or veteran returning residents from 1 January 2026. The underlying qualifying tax exemption remains. A 2026 or 2027 arrival should prepare foreign income and asset records even where no Israeli tax is due on exempt income. A pre 2026 arrival requires its own transitional analysis. The same benefit never cancels another country's reporting obligations.

A separate 2026 arrival incentive

The Tax Authority's 2026 deductions booklet records an additional relief for eligible immigrants and veteran returning residents arriving from 5 November 2025 through 31 December 2026. It concerns qualifying Israeli earned income, with ceilings of ₪600,000 in 2026, subject to the part year rule, ₪1,000,000 in each of 2027 and 2028, ₪350,000 in 2029 and ₪150,000 in 2030. Income type, related party and personal eligibility conditions need checking. This is a distinct measure from the ten year foreign income exemption.

The verified arrival window ends on 31 December 2026. An extension to people first arriving in 2027 was not confirmed as of 6 October 2026. Do not budget a 2027 newcomer's salary as tax free on the basis of the 2026 programme. Even for an eligible borrower, ask the mortgage bank which temporary net income benefit it recognises and how repayments remain affordable after it ends.

Mortgage and housing assistance

Aliyah does not replace credit underwriting. The bank applies Directive 329's legal classification, the sole or replacement dwelling test, income evidence and valuation. A qualifying sole home can be in the 75 percent category, but the bank must confirm how it classifies someone buying before immigration and borrowing afterwards. Lower purchase tax can reduce the cash requirement; it does not itself raise the regulatory mortgage ceiling.

Eligible olim without a home can seek a state assisted eligibility loan through participating mortgage banks. The published eligibility framework uses a points score and can remain available for up to 15 years from aliyah. The amount is individual rather than a fixed percentage of a Sde Dov price. The Knesset's 2023 review describes a CPI linked fixed rate formula using the lowest applicable rate among the published average less 0.5 percentage points, the lending bank's rate and 3 percent. Ask for a current eligibility certificate and compare the linked cost with an ordinary mortgage offer.

Ministry of Construction and Housing rental assistance can support eligible immigrants while they rent. The ministry's guide was updated on 14 May 2026; amounts and duration depend on household status and the applicable programme. Signing for an off plan home may affect the definition of a person without a home, so obtain a decision before assuming assistance will continue during construction. No universal allowance for a Sde Dov buyer was confirmed.

Customs and municipal benefits can expire before keys

The Tax Authority's import framework generally allows eligible olim household goods relief for up to three shipments within three years of the qualifying entry, subject to goods limits and extension rules. That is an import benefit, not an apartment purchase discount. Storage, shipping and a construction delay do not automatically extend it. Confirm the customs position before arranging deliveries to a future home.

Tel Aviv-Yafo's 2026 arnona order provides a qualifying immigrant discount of 50 percent on up to 100 square metres for twelve months within the twenty four months beginning with the relevant registration or status date. General national guides describe a possible discount of up to 90 percent; the municipality's published 2026 rule is the relevant local figure. The city must establish entitlement and the liable occupier. If delivery occurs after that window, the standard benefit may already be spent or expired. Other residence or service categories have their own rules. Request an individual written answer before subtracting a discount from a future budget.

Part 4 Checklists

Chapter 19

Questions for the sales office before a reservation payment

Collect written answers for the actual apartment. Give them to your independent lawyer before signing or paying.

Use these questions to assemble documents, then ask your lawyer and mortgage adviser to test the answers. A sales response becomes enforceable only through the appropriate signed terms. This checklist is general information.

Price and what it includes

  • Provide a dated gross shekel price for this apartment, including VAT. Identify every item charged separately.
  • State the internal area, balcony area and measurement method. Provide the signed plan and specification used for those areas.
  • Identify the parking and storage spaces, their legal rights and whether their full cost is included.
  • Give the reservation document, amount, refund conditions and expiry. Confirm whether that payment is credited to the contract instalment.
  • List the developer legal charge, upgrades, connection charges and any assignment or cancellation fee.

Linkage and payment schedule

  • Provide all payment dates or milestones and the exact amount due at reservation, signature, permit and delivery.
  • Identify the first unlinked 20 percent and the linked share of every later payment. Give the base index and a worked calculation.
  • State how falling index values, early payments and late delivery affect linkage.
  • For a financing campaign, provide the separate loan agreement, borrower identity, principal, subsidy period and maturity.
  • Explain what becomes payable if the building permit or occupancy is later than expected.

Delivery, security and financing institution

  • State the contractual delivery date, every proposed extension and the mechanism for statutory delay compensation.
  • Name the accompanying bank or insurer, provide the financing particulars and confirm vouchers for this apartment.
  • Identify the Sale Law security for every payment, issuance procedure and the conditions for release or replacement.
  • Provide the charge exclusion or release arrangements that allow the buyer to receive the promised rights.
  • State the refund terms if a permit condition or negotiated exit is triggered, including deadline and security.

Specification, changes and life after delivery

  • Provide a signed finishes schedule, kitchen allowance, air conditioning description and electrical plan.
  • Define changes the developer may make, buyer consent requirements and remedies for changes in area or configuration.
  • State upgrade prices, the ordering deadline and how upgrades affect completion and guarantees.
  • Provide the management contract, opening budget, reserve contribution, allocation formula and operator change procedure.
  • Explain separate amenity, parking and utility charges, and who pays for unsold units and initial management deficits.

The actual lot and environmental documentation

  • Identify the planning lot and cadastral block and parcel, and provide the permit or pending permit conditions.
  • Supply the lot's soil and groundwater investigation, sample dates, laboratory, tested substances and regulatory approvals.
  • Identify any environmental instruction affecting work or soil removal and any unresolved condition attached to the permit.
  • State who pays for further investigation or remediation and whether the price or delivery obligations can change.
  • Provide any negotiated environmental exit and refund terms for the lawyer's review. The risks chapter explains the district evidence.

Chapter 20

The contract points your independent lawyer should settle

Use the signed agreement to assign responsibility for money, change and delay. Record the remedy beside each important promise.

This is a discussion checklist for an independent Israeli property lawyer. It is general information and cannot substitute for review of the contract, title, permit and financing documents.

Identity, apartment and money

  • Match the legal seller to the title and development rights. Explain the buyer's eventual ownership or leasehold right and any transfer restriction.
  • Identify the apartment, floor, orientation, areas, parking, storage and all specification attachments without unresolved blanks.
  • Fix the gross price, VAT treatment, reservation credit, developer legal fee and every known extra.
  • Tie payments to valid vouchers and the required security, with a clear procedure for missing or incorrect guarantees.
  • Check the first unlinked 20 percent, half of each later payment, base index, stopping date and falling index treatment.
  • Identify the applicable statutory construction stage limits if security is through a route other than a bank guarantee or insurance.

Conditions, changes and exit

  • Give any permit condition a defined deadline, cancellation right, refund calculation and payment deadline.
  • If finance is essential, negotiate the outcome of a mortgage refusal; avoid an obligation based only on an informal lending expectation.
  • Narrow developer changes to plans, materials and areas, with consent and remedies where required.
  • Assign environmental testing and remediation costs and assess any contamination related exit separately from guarantee enforcement.
  • Define assignment before delivery, required consent, fees and obligations remaining with the original buyer.
  • Limit powers of attorney to their intended purposes and explain any irrevocable instrument required for registration.

Delivery, repair and registration

  • Set the contractual delivery date and review each extension against the statutory delay and linkage rules.
  • Preserve monthly delay compensation and examine any proposed frustration or waiver clause.
  • Require the relevant occupancy and compliance documents and a chance for inspection before the balance and handover.
  • Record defects without a general release of claims, and define access and procedure for repairs after delivery.
  • Check the conditions for releasing or replacing guarantees and excluding the apartment from the project lender's charge.
  • Record parcel, condominium and individual registration obligations, permitted exceptions and a progress reporting contact.
  • Review the management agreement, charge allocation, unsold unit liability and replacement of the operator.

Chapter 21

Documents to assemble for the purchase and mortgage

Request the chosen bank's exact list and the lawyer's authentication requirements. A document accepted for signing may still be insufficient for a mortgage or tax claim.

Give your lawyer and lender a complete status picture and ask them to specify formats, languages and originals. The following is a preparation list; their individual requirements govern. It is general information rather than a guarantee of approval.

Every buyer: contract and tax

  • Current passports, applicable Israeli identity documents, legal names and addresses matching the contract.
  • Marriage, divorce and relevant family records; all household Israeli property interests, including inheritance and shared ownership.
  • Tax residence countries and tax numbers, with the evidence the lawyer needs for the claimed purchase tax status.
  • Reservation and final contract, signed specification and plans, full payment table, VAT and linkage formula.
  • Seller title documents, permit status, lot investigations, accompaniment particulars and apartment vouchers.
  • Written tax calculation, filing confirmation, self assessment, payment receipt and any conditional relief deadline.
  • Receipts and guarantees matched to every price payment, plus correspondence confirming unresolved protection.

Foreign resident or buyer signing abroad

  • Proof of foreign address and residence, with translations or certification where required.
  • The lawyer's transaction specific power of attorney, authenticated in the form accepted by the receiving registrar and bank.
  • Source of funds evidence: statements and supporting income, asset sale, inheritance, gift or other origin records.
  • Written confirmation of the approved bank route and any account opening attendance requirement.
  • Residence country adviser instructions on property, account, rental and gain reporting, including applicable US person declarations.

Sole home, replacement buyer or immigrant

  • Sole home declaration supported by the family's full property position and any fractional ownership exception.
  • For replacement relief, the old home's documents, the disposal deadline and evidence of the eventual sale.
  • For immigrant relief, qualifying visa or certificate, population registry evidence, first entry and approval dates, and prior benefit use.
  • For a pre entry construction exception, evidence of approval within one year and first entry within three years, with counsel's calculation.
  • For a first time or veteran returning resident refund, evidence of residence start, relevant period abroad and the timely amended assessment request.

Mortgage: the bank's individual underwriting file

  • Approval in principle, recognised buyer category, loan amount, validity, outstanding conditions and accepted appraisal.
  • Recent payslips, employment letter, tax returns and bank evidence of regular income; business accounts for self employment as requested.
  • Existing debts, mortgage repayments and other obligations, including loans secured on the same property.
  • Home country credit report, translations, notarised records and source of equity evidence where the chosen lender requests them.
  • Contract payment dates, equity already paid, vouchers and the conditions and pricing for each loan draw.
  • Security registration instructions, required life and building insurance and the lender's fee schedule.

Delivery and ownership

  • Occupancy documentation, independent inspection and a dated handover record with defects, keys and meter readings.
  • Parking and storage confirmation, operating manuals, warranties and repair contacts.
  • Management contract and budget, municipal occupier notification and applicable discount evidence.
  • Lawyer confirmation of guarantee replacement or release and project charge exclusion.
  • Registration timetable and, ultimately, the current record of your registered rights.

Chapter 22

Warning signs that call for a pause

An unresolved answer about the payment route, title, security or final funding can threaten the whole purchase. Put the issue to your adviser before adding an obligation.

These are prompts for an independent lawyer, mortgage adviser or inspector to investigate. They do not establish wrongdoing by themselves. Keep the disputed document and the response in writing.

Money and security

  • A request for a price payment outside the apartment's accompanied voucher account, or changed payment details that cannot be independently verified.
  • More than 7 percent collected without a permitted security, or guarantees missing or mismatched after the statutory issuance period.
  • A claim that the Sale Law guarantee refunds any cancellation or covers all delay and quality disputes.
  • A small reservation described as risk free while its refund conditions or binding effect remain unclear.
  • A 20/80 offer sold as proof you will receive an 80 percent mortgage, or an unapproved balloon refinance assumed in the delivery budget.
  • A tax budget that assumes aliyah relief, an investor rate cut or a refund without written eligibility and dates.

Contract and apartment

  • The seller's legal name, title right, apartment, parking or storage cannot be matched across the documents.
  • The permit is unresolved while the contract lacks a defined condition, deadline and effective refund remedy.
  • More than half of a later payment is linked, the first 20 percent is linked, or the linked total can exceed 40 percent under a current contract.
  • Broad unilateral changes to area, configuration, materials or delivery have no defined consent or remedy.
  • The environmental file is replaced by a general assurance, and responsibility for required work or an agreed exit is absent.
  • A compulsory management agreement has no complete budget, allocation rules, reserve policy or route to change the operator.

Delivery and later ownership

  • The lender approval has expired or the accepted appraisal is lower while the buyer has no cash plan for the shortfall.
  • The balance is demanded without the agreed occupancy, inspection or charge release documents.
  • Keys are made conditional on an unexplained general waiver of defects or delay claims.
  • Guarantees are requested back before counsel confirms a valid replacement or release under the law.
  • Registration has no accountable contact or written progress explanation, or the promised right differs from the eventual registry record.

Chapter 23

A timeline to keep with the contract

Track actual dates, documents and money. Public project targets are separate from the dates and conditions in your agreement.

Copy the relevant milestones into your own purchase file and enter the contractual dates. Your lawyer should confirm legal deadlines and your lender should confirm draw conditions. This is a general sequence, not a forecast of a project's delivery; the calendar-2027 chapter holds the district calendar.

  1. First enquiry: request a dated apartment offer, plan, specification, permit status and draft schedule. Money: none required for document review. Owner: buyer and sales office.
  2. Before reservation: lawyer checks binding effect, refund, tax trigger and permitted payment route. Money: only the agreed reservation amount under reviewed terms. Record whether it counts towards the first price payment.
  3. Before contract: finish title, permit, security, environmental and tax checks; obtain mortgage approval and document the equity. Money: lawyer and other agreed professional fees according to their engagement terms. Record unresolved conditions before signing.
  4. At signature: execute the contract and attachments, confirm voucher details and authority for any representative. Money: the contractual first instalment after any credited reservation, plus separately due costs. Retain signed versions and proof of payment.
  5. Within 30 days of the sale: file the purchase declaration and status evidence. Money: prepare the full self assessed tax, even if the developer price is deferred. Retain the filing confirmation and assessment.
  6. Within the default 60 day tax period: pay the assessed purchase tax or record counsel's specific statutory postponement and revised deadline. Money: tax, independent of construction progress. Retain the Tax Authority receipt.
  7. After each voucher payment: match the receipt and issued guarantee or policy, following the 14 business day rule and any permitted alternative. Money: each contractual instalment and correctly calculated linkage. Lawyer follows up discrepancies.
  8. At a permit or construction milestone: verify that the event defined in the contract occurred before the related payment is due. Money: any agreed top up. Lender checks its draw conditions and sends approved funds through the voucher route.
  9. Before a finance or subsidy maturity: reconfirm income, valuation, approval validity and refinancing. Money: interest, principal or additional equity according to the actual loan agreement. Do this against the debt's date even if the apartment is unfinished.
  10. Before handover: obtain the occupancy and security release documents, book inspection and reconcile the price ledger. Money: the contractual balance, approved mortgage draw, lawful linkage and documented extras. Lawyer checks conditions before release.
  11. At possession: sign a precise handover record, retain defects, receive keys and identify parking, storage and meters. Money: management, insurance, utilities and municipal liabilities under their actual commencement rules. Notify the correct occupier and arrange repair access.
  12. After delivery: give defects notices and follow repairs; track parcel and condominium registration. Section 6B generally requires condominium registration within one year of the later of parcel registration or handover, then buyer registration within six months of the later of condominium registration or handover, subject to statutory exceptions. Retain a progress record until rights are registered.
  13. Before letting or selling: choose the applicable rental tax track or calculate net sale proceeds, and confirm residence country reporting. Money: operating costs, tax, agent or legal charges and any loan discharge cost. Keep the original purchase and improvement evidence for the adviser.
