Not Just Apartments: The Hotels, the Marina, and Reading's Second Life
Plan TA/4444 budgets ~3,000 hotel rooms, a five-hotel ILA mega-tender, Eshkol's first two hotel lots, and a southern edge where Reading power station, fuel tanks, marina, and park are being rewritten at once.

Sixteen thousand homes was never the whole program
Masterplan TA/4444, validated in March 2020, is remembered for the housing count: about 16,000 units on the former Dov Hoz airfield. The same validation sheet budgets about 125,000 square metres of hotels, roughly 3,000 rooms, across sixteen lots, eight of them on the beachfront. Add about 330,000 square metres of employment, about 125,000 square metres of commerce, and about 500,000 square metres of public buildings.
A buyer who reads Sde Dov as a cluster of residential towers is reading half the plan. The district is sized for tourists, office workers, and schoolchildren on the same sand strip as the penthouses. Hotels are not an amenity sketch on a rooftop pool slide. They are numbered migrashim (מגרשים, development lots) with their own tender calendar.

The March 2025 tourism mega-tender
On 24 March 2025, sdedov.co.il headlined the biggest tourism tender in a decade: five luxury hotels in the Central complex (מתחם מרכז), put to market by RAMI (רמ"י, the Israel Land Authority). The article sits in the same season as the February 2025 Central residential close (4,191 units, about ₪6 billion) and the March 2025 North close (2,744 units, ₪4.59 billion).
The hotel tender is parallel infrastructure, not a footnote to the apartment wave. It tells you the state expects overnight visitors at a scale that matches a new downtown, not a single luxury project. The corpus does not name winning hotel operators as of August 2026 for those five Central plots. The tender itself is the fact: beachfront hospitality was always part of the land sale program.
A March 2024 magazine feature on the site carried the blunt headline that Sde Dov would be "not only luxury housing": hotels, offices, and thousands of businesses. Two years later, the residential cranes are visible. The hotel lots are moving from headline to design plan.

Eshkol lots 301 and 302: the first hotel designs
Eshkol's residential grid runs lots 101 through 111. Employment and hotel lots use the 300 series. Lots 301 and 302 are the first hotel sites in the southern complex. They were awarded in the December 2024 commerce-and-employment tender that also seeded offices and retail.
On 5 March 2026, sdedov.co.il reported design-plan approval for both hotels. The lots registry lists the owner as "tender winner, December 2024 commerce and hotel tender" without a consumer-facing hotel brand. That is normal at this stage: the plan precedes the operator sign.
For a residential buyer in Eshkol, 301 and 302 are the proof that the block will not be bedrooms only. Traffic, service vehicles, and night lighting on a hotel podium are part of the file for lots 101 through 111, not a surprise to be discovered at occupancy.

Reading power station stops generating
South of the TA/4444 line sits Reading (רדינג), the 1938 power station founded by Pinchas Rotenberg in the same year the airfield opened. For decades the station's chimneys and fuel tanks framed every aerial of the coast.
On 30 January 2024, sdedov.co.il reported that Reading would stop generating electricity and that the site would turn toward "green and innovative" uses. Generation ending is not the same as demolition. It is a land-use unlock: the tanks, the waterfront, and the historic brick structures become developable narrative instead of active infrastructure.
An August 2026 historical feature on the site noted that Reading was also a secret Haganah (הגנה, pre-state Jewish defence force) weapons factory. The second life of the station is cultural as well as environmental. Buyers who walk Reading Park today are already inside that transition.

Three hundred moorings and a lit tank farm
On 2 April 2024, sdedov.co.il reported approval of a plan for Ma'aganat Reading (מעגנת רדינג, Reading marina): a leisure and water-sports marina with about 300 moorings. A April 2023 magazine piece described the marina as a connection between city and sea. The mooring count is the sourced scale; opening dates are not.
On 2 February 2025, the site reported nightly illumination of Reading's giant steel fuel tanks, a project associated with Atarim, the Tel Aviv municipal development company. The tanks became an urban landmark before their program was final.
On 5 May 2026, sdedov.co.il reported that the tanks would become a culture and leisure hub south of the district. Lighting in 2025, program in 2026: the sequence shows how industrial heritage is being staged for public use while residential towers rise to the north.

Reading Park: the piece you can picnic in today
Not every element on the southern edge is a future rendering. An August 2023 magazine feature introduced Reading Park in plain language: for a picnic, a run, sitting by the lighthouse, or watching the sunset. Guy Yahieli's photograph of the park is on the site gallery.
Reading Park sits outside the 365 dunams of parks inside TA/4444 but inside the walk a buyer actually takes from Eshkol toward the sea. The August 2026 news that construction began on the bridge linking Eshkol to Yarkon Park is another connector in the same geography: the residential complex was always drawn toward existing waterfront, not only toward new internal lawns.
The Green Line light rail's Propes station, at the district's southern entry, is planned near the Reading edge. Hotels, marina, park, and tram stop are one southern gateway, not four separate brochures.

What this means if you are buying an apartment
Hotel lots change the micro-market around your migrash. Beachfront hotels on eight lots mean conference traffic, taxi queues, and service retail at the promenade level. Eshkol 301-302 mean mid-rise hospitality in the same complex as ASHIRA and RAINBOW. Central five-hotel tender means a second hospitality cluster once the 2025 land winners build out.
Reading's second life changes the southern view corridor. A buyer on a lower floor at the district edge may look at park and tanks-turned-culture-hub instead of an active power station. That is a amenity shift the 2024 generation announcement started.
None of this replaces diligence on your specific lot. PFAS contamination, ministry halt demands in July 2026, and a Q1 2026 sales slowdown in the filings sit on the same coast as the hotel program. The plan promises 3,000 rooms and 300 moorings. The buyer's job is to see which numbered lot is theirs, and what is already open on the ground.

A district, not a compound
Sde Dov's political sell for fifteen years was housing on the airfield. The validated masterplan always had a wider brief: work, stay, learn, and swim on two kilometres of public beach. The 2025 hotel tender, the 2026 Eshkol hotel designs, and Reading's marina-park-tank triangle are that brief arriving on schedule, sometimes years before the apartments beside them.
If you want only a quiet owner-occupied flat, read the lot map for 301, 302, and the Central hotel zone, then walk Reading Park on a Friday afternoon. If you want a mixed-use address with hospitality upside, the same walk is the diligence. The district was never designed to be only apartments. The corpus has been saying so since March 2024.
