Prashkovsky, a TASE-listed developer and landlord, holds Central lots 2102, 2203 and 2207, won on 19 February 2025 in two Dira LeHaskir rental tenders for ₪673.1M including development. The 966 homes will be let, not sold, half of them at controlled rents for 20 years, alongside about 10,000 sqm of retail and employment space. Design plans for 2102 (424 homes, towers of 44 and 20 storeys) and 2203 (132 homes and a 7-storey office building) were approved on 21 January 2026, and for 2207 (410 homes, towers of 45 and 20 storeys) on 17 June 2026. The company publishes the scheme on its own Sde Dov page.

Not to be confused with
Prashkovsky rents under its HOMEY brand, and the Sde Dov tenders were won by the subsidiary Prashkovsky Manivim Ltd; the municipal documents name Prashkovsky Investments and Construction Ltd as developer. All three names refer to the same group.

What a buyer from abroad should know

These 966 apartments are regulated rental stock on a 50-year cycle, split between subsidised and market-rate 20-year leases. They will not come to market as apartments to buy.

Lots 2102 and 2207 are on the Environment Ministry's PFAS list

In July 2026 the Environment Ministry named, for the first time, the nine Sde Dov plots where investigations found indications of PFAS in soil or groundwater: 103, 105, 106, 107, 301, 303, 2102, 2206 and 2207. Prashkovsky's lots 2102 and 2207 are among them. The ministry said the results will be published once the investigation reports are approved, so what remediation is required, if any, is not yet known. Anyone signing for space here should ask what the contract says about it.

Two of the three lots were designed by a different architect from the one the company names

The municipal design-plan document for lots 2102 and 2203 names Barely Levitzky Kassif Architects as plan editors, while the company's Sde Dov page credits Moshe Tzur, who is the architect of lot 2207. This matters only for tenants and investors comparing specifications; the homes are not for sale.

The most likely reading is two architects: Barely Levitzky Kassif for 2102 and 2203, Moshe Tzur for 2207. The company page names only Moshe Tzur even though it describes 2102 and 2203.

    Globes: apartment buyers in district projects are adding cancellation clauses to purchase contracts because of the PFAS findings. The Environment Ministry told Globes that all nine plots with PFAS indications are earmarked for housing and that sampling results will be published once the investigation reports are approved. Globes names Dimri, Shikun & Binui, Gindi Holdings, Mivne and Prashkovsky among the companies involved; some developers say the ministry has already confirmed that their land is clean.
