Hadas Capital is a Jerusalem developer founded in 2010 by Hillel Zorbin and Asher Sabag. With Shafran Yazamut it holds Eshkol lot 301 at Ibn Gvirol and Zohara Levitov Avenue, won in the tender published 2 December 2024 for about ₪48.7M plus about ₪63M development. The design plan approved on 4 March 2026 provides a 9-storey hotel of 150 to 190 rooms and an 8-storey office building over two floors of retail, designed by ODA with Prion Brodner Architects; no hotel operator has been named. The lot is one of nine the Environment Ministry named in July 2026 for PFAS indications.

Lot 301 is on the Environment Ministry's PFAS list

In July 2026 the Environment Ministry named, for the first time, the nine Sde Dov plots where investigations found indications of PFAS in soil or groundwater: 103, 105, 106, 107, 301, 303, 2102, 2206 and 2207. Hadas Capital's lot 301 is among them. The ministry said the results will be published once the investigation reports are approved, so what remediation is required, if any, is not yet known. Anyone signing for space here should ask what the contract says about it.

Residents' lawsuit over a Jerusalem luxury building

In January 2026 the residents' committee of a Jerusalem luxury building sued the original developers, controlled by Shlomo Eliyahu, and the Hadas Capital group, which had bought the remaining rights and the adjacent lot. The committee alleges, among other things, that Hadas carried out building deviations in the unsold upper apartments. These are allegations in a claim, not findings.
