אחרי זכייה במגרש, היזם חייב לאשר תוכנית עיצוב בוועדה המקומית לתכנון ובנייה. היא מקבעת את המגדלים, הבנייה המרקמית, החצרות והשפות הציבוריות. רק אחרי כן העירייה יכולה להוציא היתר בנייה. כשדיווח אומר "תוכנית עיצוב אושרה", זה השער שנפתח.
