תוכנית תא/4444 היא תוכנית הרובע של רובע שדה דב, שבתוקף מאוגוסט 2020: כ-16,000 יחידות דיור (כולל כ-6,900 יחידות דיור מכליל), מבני ציבור, תעסוקה, מסחר, מלונות, פארקים ושני קילומטרים של חוף. כל תוכנית עיצוב וכל היתר בנייה שיבואו אחריה חייבים להיכנס לתוכה.
