הרובע אינו רק מגדלי יוקרה. תוכנית תא/4444 מחייבת כ-6,900 יחידות דיור מכליל: בר-השגה, שכר דירה מופחת, דירות קטנות, השכרה ארוכת טווח ודיור סטודנטים. דיור בר-השגה הוא הנוסח הצר יותר. מהנדס העיר אמר שהיזמים כבר לא חוששים מהתמהיל הזה, גם בשדה דב.
