Les urbanistes israéliens utilisent rova pour un quartier de ville. Rova Sde Dov est le nom officiel et commercial du quartier d'environ 1,300 dunams qui remplace l'aéroport Dov Hoz. Quand une brochure dit « le district », c'est cette unité, pas une tour ou un complexe.
