Un heter bniya est le permis de construire complet. Rainbow a reçu le premier permis d'excavation du quartier en mars 2024 et un permis complet en octobre 2025 ; ASHIRA a reçu un permis complet en mars 2026. Sans lui, la commercialisation peut avancer, mais la tour ne peut pas s'élever au-delà des premiers travaux.
